On June 25, in Ha Long City, Quang Ninh Province, Deputy Prime Minister Le Thanh Long, Chairman of the National Committee for AIDS, Drug and Prostitution Prevention and Control, attended a rally in response to the Month of Action, Drug Prevention and Control, International Day and National Day for Drug Prevention and Control.

Drug abuse has become a major threat to humanity, causing many very serious consequences, damaging the health of a part of the population, and at the same time causing all kinds of crimes, threatening the stability and development of the nation and people.

The rally in response to the Month of Action against Drugs, International Day and National Day against Drugs, according to Deputy Prime Minister Le Thanh Long, is an important event, demonstrating the sense of responsibility and determination of the whole country in the arduous, persistent but deeply humane fight against drugs.

Step by step to stop the 'supply' of drugs

Speaking at the ceremony, Deputy Prime Minister Le Thanh Long said that, fully aware of the dangers caused by drugs, over the years, our Party and State have always paid attention to leading, directing, promulgating and implementing many policies, mechanisms and strategies to prevent, combat and control drugs. Along with the drastic and synchronous participation of the entire political system, the close and effective coordination of ministries, branches, agencies and localities, the work of preventing and combating drugs in recent times has achieved many important results.

Directive No. 36 and Conclusion No. 132 of the Politburo on drug prevention, control and combat have been thoroughly grasped and effectively implemented. The National Strategy on Drug Prevention, Control and Combat to 2020, with a vision to 2030, and the Drug Prevention and Control Program for the period 2021-2025 have been resolutely implemented.

In particular, the National Target Program on Drug Prevention and Control until 2030 is being developed by the Government with synchronous and comprehensive solutions, mobilizing resources to achieve the overall goal of reducing supply, reducing demand and reducing the harmful effects of drugs.

Drug prevention and education work has been continuously promoted, innovated, and diversified in content and form. The fight against drug crimes has been vigorously deployed by forces, many drug trafficking, transportation, and illegal production lines operating inter-provincially and transnationally have been dismantled, contributing significantly to gradually preventing the "supply" of drugs. From 2024 to present, over 39,000 cases, over 68,000 drug criminals have been discovered and arrested, and over 8.6 tons of various drugs have been seized.

The management of drug addicts, illegal drug users and post-treatment management has been given attention and direction. International cooperation continues to be promoted, contributing to early and remote prevention of drug-related crimes; at the same time, affirming Vietnam's role, position and strong commitment in preventing, combating and controlling drugs.

On behalf of the Government and the Prime Minister, Deputy Prime Minister Le Thanh Long acknowledged and commended the determination, efforts and positive results achieved by ministries, branches, central and local agencies; expressed gratitude for the contributions and sacrifices and congratulated the achievements of the forces directly involved in preventing and combating drug crimes in recent times, making important contributions to the development achievements and ensuring social order and safety of the country.

However, besides the important results achieved, Deputy Prime Minister Le Thanh Long said that drug prevention and control work is facing many difficulties and challenges.

There are currently nearly 300 million drug users in the world with more than 1,200 new psychotropic substances; many types of "extremely toxic drugs" have caused hundreds of thousands of deaths in just the past few years. In Vietnam, the situation of crime and drug abuse is very complicated with more than 400,000 people addicted to and illegally using drugs. More worryingly, drugs are spreading among students, potentially causing great harm to the younger generation.

In the coming time, to prevent, combat and control drugs more effectively, substantially and sustainably, Deputy Prime Minister Le Thanh Long requested ministries, branches, agencies, localities and relevant forces to deploy a number of key tasks.

Firstly, continue to thoroughly grasp and effectively implement policies, guidelines, laws on drug prevention and control; identify drug prevention and control as both a political task and a humanitarian mission, associated with the safety, stability and sustainable development of the country; protect the health, life and peaceful, happy life of the people.

Second, specialized forces, with the core being the people's police force, need to grasp the situation early, from afar, from the grassroots level; strengthen state management of conditional investment and business sectors, and services sensitive to security and order; strictly control legal activities related to drugs; proactively prevent, detect, combat, and thoroughly handle acts of buying, selling, organizing, harboring, using, and illegally producing drugs.

Third, continue to review, detect, count, and manage drug addicts and illegal drug users, and fight and eradicate complex drug hotspots and gathering places. Promote the exploitation and application of the National Population Database in the management of drug addicts, illegal drug users, and post-rehabilitation management.

Fourth, prioritize resources to invest in, repair, and upgrade facilities in drug rehabilitation facilities; promote the application of science and technology in management and treatment to meet the requirements of drug rehabilitation in localities. Improve the effectiveness of drug rehabilitation; have policies to support, create jobs, and eliminate inferiority complex for post-rehabilitation people. Pay attention to training, fostering, and have appropriate support policies and regimes for specialized forces in drug prevention and control.

Fifth, strengthen information and propaganda, especially the strong application of science and technology, the internet and social networks, and enhance the role of prestigious and famous people in drug prevention and control. Promote international cooperation in drug prevention and control.
