In recent times, the authorities have been making efforts to prevent the exploitation and use of wild birds (WBD) for commercial purposes. At the same time, propaganda activities to raise awareness and responsibility of the community towards the protection of wildlife (WBD) in general and WBD in particular have brought about many remarkable results, contributing to the protection of biodiversity.
“Rescue” wild birds
According to records, in Binh Duong , the work of protecting CHD has been focused on by local authorities and functional agencies, thereby achieving many remarkable results, contributing to protecting the ecological environment, biodiversity and limiting the risk of disease outbreaks related to CHD. Mr. Nguyen Van O, Head of the Forest Protection Department of Binh Duong province, said that the unit has coordinated with the Environmental Police Department of the Provincial Police to deploy a plan to coordinate inspection of compliance with the law on conservation of CHD species and migration in the area.
Authorities release rare birds into the natural environment
To implement the above plan, the functional forces have reviewed and made a list of restaurants, bird businesses, pubs, etc. on key routes and areas for focused inspection. In parallel with the inspection work, the functional units also organized restaurants and businesses to sign a commitment not to buy, sell, use, consume, display wildlife samples and CHD species that do not ensure legal origin. The provincial forest rangers also proactively coordinated with relevant units to grasp the situation, strengthen local reconnaissance to promptly detect and prevent violations of the law on wildlife protection in general and CHD in particular.
Vietnam is considered one of the most important areas in the network of migratory bird routes and endemic bird species, with 63 globally important bird areas and 7 endemic bird areas. Currently, there are more than 900 bird species in Vietnam, including 12 endemic species, 9 critically endangered species, 17 endangered species, 21 vulnerable species, 44 threatened species... CHD areas have created beautiful natural landscapes, at the same time bringing important values to our country, contributing to biodiversity and developing ecotourism ... Vietnam is also a member of the Ramsar International Convention on the protection of important wetlands that are habitats of CHD species; and is also a member of the Australia - East Asia Migratory Bird Conservation Partnership. |
After a period of drastic implementation of the above plan, the authorities have inspected and discovered a number of business establishments violating regulations on CHD protection. In April 2023 alone, the Provincial Forest Protection Department coordinated with the Provincial Police Department's Environmental Police Department to inspect, detect, and record administrative violations of 3 establishments for the act of storing and trading in wild animals (29 birds).
Along with the inspection and handling of violations of the law on wildlife protection, the Provincial Forest Protection Department and relevant agencies also propagate and mobilize people to participate in protecting wildlife in general and CHD and migration in particular. In April 2023, the Binh Duong Provincial Forest Protection Department coordinated with relevant units to receive 3 cases of people voluntarily handing over 12 wild animals, including 10 birds of various species; bringing the total number of cases from the beginning of the year to 11 cases, 22 wild animals of various species. The Provincial Forest Protection Department has completed procedures to send to WAR for rescue and care of 1 pangolin, 1 wild cat, 1 peacock, 1 king cobra, 2 turtles and 2 pythons. Currently, the Provincial Forest Protection Department is caring for 5 monkeys and 10 birds while waiting for the completion of procedures for handling according to regulations.
According to Mr. Nguyen Van O, the number of birds seized at the above facilities were handed over by the unit to the Wildlife Protection Center (WAR) for care and nurturing to restore their wild instincts and release them into the natural environment in accordance with regulations. Recently, the Provincial Forest Protection Department coordinated with related units to release more than 250 rare and precious animals including: starlings, parrots, doves, silver-headed thrushes, red-whiskered bulbuls, white-rumped shamas, etc. in the Kien An forest area (An Lap commune, Dau Tieng district).
Enhance community responsibility
According to assessments, the hunting and consumption of wild birds, especially migratory birds, is still taking place in many localities, seriously affecting biodiversity and the ecological environment; posing a potential risk of disease to humans. In light of the above situation, the Prime Minister issued Directive No. 04/CT-TTg dated May 17, 2022 on a number of urgent tasks and solutions to conserve wild birds and migratory birds in Vietnam (referred to as Directive 04).
Accordingly, the Prime Minister requested the Ministry of Public Security to direct the environmental police force to strengthen measures to combat, prevent and strictly handle violations of the law on CHD and migration. For the People's Committees of provinces and centrally-run cities, the Prime Minister requested to organize the management, protection and development of nature reserves, wetlands, bird sanctuaries, bird gardens and important bird areas in the area. Localities shall organize and implement for local businesses to sign a commitment not to buy, sell, use, consume, display, or advertise specimens of wildlife that do not ensure legal origin and strictly handle violations. At the same time, the Provincial People's Committee shall direct relevant agencies to strengthen the control, prevention and strict handling of violations of the law on CHD and migration; and at the same time, organize the destruction of illegal trading spots of CHD and migration in the area...
Implementing the Prime Minister's direction on the conservation of migratory wild animals in Vietnam, on October 21, 2022, the People's Committee of Binh Duong province issued a document on strengthening law enforcement and disseminating and popularizing legal regulations on the conservation of migratory wild animals. Accordingly, the Chairman of the Provincial People's Committee requested departments, branches and localities to disseminate the contents of Directive 04 to all cadres, civil servants and employees of the unit and request them not to participate in hunting, buying, selling, transporting, slaughtering, storing, consuming and advertising illegal migratory wild animals. Media agencies should increase reporting, disseminating and popularizing laws on the protection of wild animals....
For the Provincial Police, the Market Management Department and the Forest Protection Department should strengthen coordination in inspecting restaurants, business establishments, CHD markets, key areas, etc. to promptly detect and handle violations of the law on CHD protection.
People hand over rare birds
Thanks to propaganda and mobilization, people's awareness of wildlife protection has been increasingly raised, and some people have voluntarily gone to the authorities to hand over wildlife, including rare and precious birds. Not long ago, the Mobile Forest Ranger and Forest Fire Prevention and Fighting Team of the Binh Duong Provincial Forest Protection Department received a Haliastur indus bird weighing 480 grams, with its left leg amputated, voluntarily handed over by a local person.
This individual kite was discovered by Mr. Le Thanh Tung (residing in Phu My ward, Thu Dau Mot city) in front of his house and was injured in the leg after a heavy rain. During the process of raising and caring for the kite, Mr. Tung learned that this is a rare and endangered bird species that needs to be protected, so he voluntarily submitted a request to the forest rangers for care and rescue. After receiving it, the Forestry Department temporarily sent it to WAR in Le Danh Cat hamlet, Thanh Tuyen commune, Dau Tieng district for care and rescue.
