The conference of the Chairman of Lam Dong Provincial People's Committee dialogue with farmers in 2025 took place on the afternoon of December 2. The program was held directly at the main bridge point of the Provincial People's Committee and connected online with 124 communes, wards and special zones in the area.
Attending the conference were comrades: Nguyen Tien Cuong, member of the Standing Committee of the Central Committee of the Vietnam Farmers' Union , Deputy Head of the Farmers' Affairs Committee (Central Committee of the Vietnam Fatherland Front); Ho Van Muoi, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Vice Chairmen of the Provincial People's Committee and leaders of departments, branches, units and localities.
With the theme "Supporting farmers to develop sustainable agriculture to adapt to climate change", the Conference had nearly 5,000 farmers representing 348,600 farmer members, cooperatives, cooperatives, and farms in the province attending.
Farmers propose additional support policies
The conference received nearly 400 questions and recommendations sent by farmers, cooperatives and unions to the leaders of the Provincial People's Committee. Of which, 15 delegates representing members of farmers, cooperatives and unions expressed their opinions directly.

The conference of the Provincial People's Committee Chairman's dialogue with farmers is an opportunity for representatives of farmers, cooperatives, and enterprises operating in the agricultural sector to express their views and propose and recommend solutions to develop agriculture.
Opinions focused on areas such as: Digital transformation of agriculture, supporting farmers in handling and improving land damaged by floods; accessing credit capital to overcome natural disaster damage; controlling, managing the dismantling and construction of new greenhouses and net houses in production...
Regarding the digital transformation of agriculture, Mr. Nguyen Duc Huy, Vietnam Hydroponic Agricultural Service Cooperative, Lam Vien Ward - Da Lat, said that the current participants in agricultural production are still households, cooperatives, cooperative groups and enterprises. In which, farming households still account for a high proportion.
"In addition to the general policies and guidelines on digital transformation, what specific plans will the province have to support farmers participating in digital transformation?" Mr. Huy shared.

Many farmers want to have policies to support farmers in developing high-tech agriculture.
Regarding loan support and costs for converting to high-tech application models, Mr. Le Huu Nghia, Head of the Farmers' Association of Da Tho village, Xuan Truong ward - Da Lat affirmed: "There is a slowdown compared to the previous period, especially after the time of merging administrative units and implementing the 2-level local government model. What solutions will Lam Dong have to overcome this problem in the coming time?"

Farmers of D'ran commune hope the province will have a policy to support households affected by floods.
A representative of the Farmers' Association of D'ran commune shared that currently, floods have caused great damage to internal traffic and people's production models.
The Farmers' Association of D'ran commune hopes that the province will have solutions to fix internal traffic routes, as well as support credit for farmers to overcome the consequences of natural disasters to restore production.

Cooperative representatives hope to have policies to support farmers in dismantling and relocating greenhouses.
Ms. Nguyen Thi Thuy Linh, Tran Thai Tong Vegetable and Flower Cooperative, Xuan Huong Ward - Da Lat, said that the development of greenhouses and net houses in Da Lat is increasing rapidly. However, the current situation of planning and management is still overlapping between levels and sectors, leading to negative impacts on the environment and land use efficiency.
"Can the province inform us of its policies and directions for reviewing and effectively planning this field?", Ms. Linh asked.
Solutions needed to promote agriculture
Regarding recommendations and proposals from farmers, cooperatives, and cooperatives, representatives of departments, branches, and units participating in the dialogue have responded directly.

Director of the Department of Science and Technology Vo Thanh Cong informed about the establishment of a database on the province's agricultural sector.

These data will be uploaded to the province's open data, creating conditions for farmers, cooperatives and cooperatives to access in a timely manner, thereby having specific directions and plans in the development process.
“We are strengthening training and fostering digital skills for rural people, helping them to use digital media and e-commerce platforms proficiently. The Department will publish a technology supply and demand information portal, providing technology application solutions, from which farmers and businesses can find suitable solutions to apply,” said Mr. Cong.

Deputy Director of State Bank Branch Region 10 Vo Van Thanh informed about the support policy for farmers affected by floods.
Regarding credit support solutions, Deputy Director of the State Bank Branch 10 Vo Van Thanh emphasized that to overcome the consequences of natural disasters, the State Bank has urgently directed banks to implement many solutions. In particular, banks prioritize restructuring debt repayment terms, exempting, reducing, and lowering lending interest rates.
“We base on the feasibility of the project and production plan to consider new loans. Simplifying loan procedures to help customers reduce financial pressure is also emphasized. To date, Lam Dong has had nearly 600 customers whose debt repayment period has been restructured, with outstanding debt of over 50 billion VND, 8 customers have had their loan interest waived, and nearly 600 households have received new loans,” Mr. Thanh shared.

Director of the Department of Agriculture and Environment Phan Nguyen Hoang Tan responded to farmers' petitions on support policies.
Regarding the management and planning of greenhouses and net houses, Director of the Department of Agriculture and Environment Phan Nguyen Hoang Tan emphasized that the whole province has about more than 5,700 hectares of greenhouse area. The province's policy is to encourage people to gradually reduce the area of greenhouses, renovate and renovate according to the criteria of construction density.
“We are determined to review, handle, and clear greenhouse areas on forestry land, protection corridors for irrigation works and water sources. The province directs credit institutions to give priority to borrowers to invest in production development and greenhouse construction in suitable areas,” Mr. Tan emphasized.

In the context that people are in dire need of support to restore production, the Central Farmers' Association will record farmers' opinions and recommendations (especially on agricultural, farmer and rural policies) to reflect, recommend and propose to the Government and ministries and branches, helping farmers access the best policies, thereby ensuring production.

Concluding the dialogue conference, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Ho Van Muoi emphasized that the conference had shared and resolved the difficulties and problems of farmers. There are still many concerns that have not been satisfactorily answered, but in the soonest time, authorities at all levels will share with the farmers.
“Governments at all levels focus on mobilizing resources to develop the agricultural and rural sectors. In particular, the province focuses on infrastructure such as: traffic infrastructure, digital infrastructure... We must find every solution to promote this sector, help farmers promote and introduce products to the outside market,” the Chairman of the Provincial People's Committee emphasized.

Comrade Vo Ngoc Hiep, Vice Chairman of the Provincial People's Committee, hopes that departments and branches will focus on managing net houses and greenhouses and have policies to support farmers when they have to relocate agricultural production facilities.
The Chairman of Lam Dong Provincial People's Committee affirmed that currently, there are many enterprises and investors with great potential in high-tech agriculture investing in the province. Provincial leaders have worked with neighboring localities on the issue of product consumption. This is a very good opportunity for farmers' products to enter large domestic and international markets.

Regarding agricultural damage, the province has reported to the Central Government and proposed special mechanisms to support the people of Lam Dong province. The banking sector is calculating to speed up debt relief and debt extension for farmers.
