As the winner of the first prize in the "Lucky Invoice" selection program for the third quarter of 2025, Ms. Nguyen Thi Kim Loan (Nam Cam Ranh commune) said: "I am very happy and surprised, because this is the first time I have received such a big prize, and it's right before Tet. As someone who regularly imports goods for business, I always require the seller to issue complete invoices. After this program, I will spread the word to the people around me about getting invoices when buying goods to ensure their rights, and at the same time have the opportunity to participate in the prize draw."

Ms. Nguyen Luong Tuong Viet (Nha Trang ward), the winner of the first prize in the fourth quarter of 2025, shared: “I didn't think I would be so lucky. Through this program, I will pay more attention to getting receipts when shopping and will spread the word to customers.” Mr. Nguyen Van Hieu (Dien Khanh commune), the winner of the consolation prize in the fourth quarter of 2025, believes that obtaining complete invoices and receipts when purchasing goods brings many practical benefits to consumers. With clear invoices, buyers will be more confident about the origin and quality of goods. When disputes, complaints, or warranty claims arise, invoices are important evidence to protect the legitimate rights of consumers.
Continue to intensify propaganda efforts.
The "Lucky Invoice" program, implemented nationwide by the Tax Department since the second quarter of 2022, has spread positively throughout the community. In Khanh Hoa, the program has received attention and guidance from the Ministry of Finance , the Tax Department, the Provincial People's Committee, and the active cooperation of departments, agencies, local authorities, and media outlets. Furthermore, the Tax Department's information technology infrastructure is increasingly being improved, meeting the requirements for centralized, accurate, and secure electronic invoice management, creating favorable conditions for the program's implementation. The prize draw is organized quarterly by the Provincial Tax Department. In 2025, the Provincial Tax Department awarded 109 prizes totaling 396 million VND to individuals and business households.

Despite the achievements, the program's implementation still faces some difficulties due to the fact that the consumption habits of some people have not truly changed; they are not proactive in requesting invoices, especially for small-value transactions or at food and beverage establishments. Some businesses have not fully complied with the regulations on issuing and providing invoices to customers. In the coming time, the Provincial Tax Department will continue to promote awareness about the meaning and benefits of obtaining invoices when purchasing goods and services and the "Lucky Invoice" selection program, focusing on sectors with direct transactions with consumers to raise awareness and encourage people to proactively request invoices. At the same time, the Provincial Tax Department will continue to coordinate with local authorities, organizations, and associations to encourage individuals and business households to strictly comply with regulations on issuing and providing invoices to buyers; and promptly guide and support taxpayers in the process of registering and using electronic invoices in accordance with regulations. “With the practical benefits of the ‘Lucky Invoice’ selection program, I hope that individuals, business households, and especially the winners will continue to support the Tax Department, share their positive experiences, and become a bridge to help the program spread more widely in the community,” said Ms. Nguyen Kim Thai Linh, Deputy Head of the Provincial Tax Department.
