From social security to improving material life
According to Head of the Ethnic Committee of Dong Nai Provincial People's Council Dieu Dieu, the implementation of the National Target Program on socio -economic development in ethnic minority and mountainous areas and the province's policies have made an important contribution to promoting socio-economic development, ensuring social security as well as improving the material and spiritual life of ethnic minorities, contributing to the completion of the province's general development goals.
The province has implemented a health insurance support policy in localities with a large population of ethnic minorities such as Phuoc Son commune. Up to now, this locality has provided more than 15,000 free health insurance cards to ethnic minorities. This support has helped ethnic minorities, especially the Stieng ethnic group in the area, to access health care services conveniently. Mr. Dieu Dai (Stieng ethnic group, residing in village 10, Phuoc Son commune) was excited when the State provided a free health insurance card. Because for households in difficult circumstances, the worry about medical examination and treatment costs is always a heavy burden. The health insurance card is not only a social security policy but also has great emotional value, helping people reduce financial worries when they are sick.

The National Target Program on Socio-Economic Development for Ethnic Minority and Mountainous Areas for the 2021-2025 period has created positive and profound changes for ethnic minorities in Dong Nai province.
Statistics show that Dong Nai province is currently home to 37 ethnic minority groups with about 421 thousand people, distributed in 48 communes, including 3 extremely disadvantaged communes and 46 extremely disadvantaged villages. This diversity places even greater demands on the development of synchronous and effective investment priority policies for ethnic minority people.
Prioritize investment in ethnic minority and mountainous areas
The development of ethnic minority areas in Dong Nai is the result of implementing comprehensive groups of solutions. The Choro settlement area in Nhan Hoa hamlet, Hung Thinh commune, is a typical example, as this area now has no poor households among 31 households. According to Mr. Phan Thai Hoc, Head of the Front Work Committee of Nhan Hoa hamlet, this success comes from implementing key groups of solutions, including synchronous investment in infrastructure associated with education development; introducing, creating jobs and vocational training to improve livelihoods; arousing the spirit of self-reliance among ethnic minorities.
In particular, special attention is paid to solutions to care for and promptly resolve problems arising in life to stabilize the great national unity bloc. Dong Nai province also continues to perfect the legal framework to support ethnic minority people with Resolution No. 12/2022/NQ-HDND stipulating support regimes for prestigious people among ethnic minorities; Resolution No. 16/2024/NQ-HDND stipulating land policies for ethnic minorities.
Most recently, the People's Committee of Dong Nai province issued Official Dispatch No. 7604 (dated October 16, 2025) requesting the review and preparation of documents to demarcate ethnic minority and mountainous areas in the province for the period 2026-2030. This is a key basis for issuing more appropriate policies in the coming period.
Head of the Ethnic Affairs Committee of Dong Nai Provincial People's Council Dieu Dieu also informed that in the Action Program No. 02-CTr/TU, dated October 23, 2025 of the Provincial Party Executive Committee to implement the Resolution of the 1st Congress of Dong Nai Provincial Party Committee, term 2025-2030, there is the following content: Planning the school network from the province to the grassroots level; investing in school and classroom facilities, especially schools in remote areas, ethnic minority areas, and border areas. This is an area that Dong Nai province pays special attention to, prioritizing investment in ethnic minority and mountainous areas, and communes with a large number of ethnic minorities living...
With new developments after the merger and clear investment priorities from the provincial level, ethnic minorities in Dong Nai are facing new opportunities for development.
