On July 21, speaking with SGGP Newspaper reporter, Mr. Phan Van Giau, Director of the Department of Culture, Sports and Tourism of Vinh Long province, affirmed that the fundraising art program "Supporting the Association of Former Youth Volunteers" has not been licensed.
The fundraising art program "Supporting the Association of Former Youth Volunteers" is organized by Phuong Nam Art Event Company Limited (located in Ninh Kieu District, Can Tho City). The program is scheduled to take place on the evening of August 19, 2023 in Vinh Long City.
Although not yet licensed, the event organizer sent an open letter to agencies, units, and organizations in Vinh Long province inviting them to buy tickets to watch the show. The ticket price stated in the open letter is 300,000 VND/ticket for 2 people, with the note "completely voluntary".

According to Mr. Phan Van Giau, up to now, the department has not consulted the Provincial People's Committee to grant a license for the above fundraising art program, because the organizing unit has not completed the procedures: reporting information about the coordinating organizing unit; time, location of the organization; purpose of collecting donations...
A representative of the Department of Culture, Sports and Tourism of Vinh Long province added that according to regulations, even if licensed, the company is not allowed to go to agencies to solicit ticket sales, and is only allowed to sell tickets at the performance venue. The Department of Culture, Sports and Tourism of Vinh Long province has requested the provincial police to investigate and handle fraudulent behavior (if any).
