Positive changes of Project 06

Recognizing the importance of the Project "Developing the application of population data, identification and electronic authentication to serve national digital transformation in the period 2022-2025, with a vision to 2030" (referred to as Project 06), Quang Ninh has been resolutely implementing each goal according to the set roadmap.

Customers withdraw money using chip-embedded ID cards at BIDV Quang Ninh multi-function ATM.

BIDV Quang Ninh is the pioneer bank in the province to accept chip-embedded ID cards without the need for a bank card or withdraw money using a QR code on the phone to make transactions: Transfer money, deposit money, withdraw money at a multi-function ATM. Accordingly, when customers scan their ID cards at an ATM, the system immediately checks and compares the information on the chip-embedded ID card, ensuring accurate information and continuing to authenticate the owner's information through comparing the customer's biometric data with fingerprints. With customer authentication technology through biometric data directly connected to national citizen data, using a chip-embedded ID card will help customers minimize all risks of card counterfeiting, ensuring maximum safety in financial transactions, and fast information authentication time.

According to the leader of BIDV Quang Ninh, accepting chip-embedded ID cards to conduct transactions at ATMs helps reduce pressure on banks, increase service time, create a premise for building a modern digital bank, and at the same time, facilitate customers in conducting transactions. Currently, BIDV Quang Ninh has 1 multi-function ATM that accepts chip-embedded ID cards. After evaluating the results, BIDV Quang Ninh will study and propose to continue installing more multi-function ATMs that accept chip-embedded ID cards.

In addition, up to now, 88.5% of educational institutions in the province have accepted non-cash payment of tuition fees, 100% of educational institutions have deployed electronic transcripts and electronic contact books through SMAS school software, 69.8% of provincial public service records have been digitized, 75.4% of fees and charges at the Provincial Public Administration Service Center have been digitized, 94.6% of facilities have deployed health insurance examination and treatment using electronic chip-embedded CCCD cards...

In order to ensure information security, in the first months of the year, the Department of Information and Communications has coordinated with the Provincial Police to complete the repair of 3 security vulnerabilities in preventing denial of service attacks, preventing data loss, and synchronizing server logs with the information security monitoring system on the e-government system to connect with the national population database.

In particular, the Party Committee of the Provincial People's Committee has submitted a document to the Standing Committee of the Provincial Party Committee for consideration and issuance of a directive on strengthening the leadership and direction of Party committees at all levels in implementing the "Project on developing applications of population data, identification and electronic authentication, serving national digital transformation in the period of 2022-2025, with a vision to 2030, associated with comprehensive digital transformation in the province. The Provincial People's Committee also issued a decision on assigning the state budget revenue and local budget expenditure estimates for 2023, of which 148 billion VND is allocated to serve 8 projects and tasks of information technology and digital transformation.

Up to now, out of 18 tasks under Project 06, in 2023, Quang Ninh has completed 7/8 time-limited tasks; maintained and drastically implemented 10/10 regular tasks. In the coming time, the province will urge departments, branches, sectors and localities to review, prepare budget estimates, coordinate with the Department of Finance to appraise and submit to the Provincial People's Committee for approval of projects under Project 06, advise the Provincial People's Council to consider and issue a resolution to abolish residence fees, study and issue a resolution on mechanisms and policies for the Community Digital Technology Team. At the same time, focus on digitizing records and results of handling administrative procedures, promote propaganda for people to use online public services, effectively maintain the utilities of the project to use chip-embedded ID cards instead of health insurance in medical examination and treatment, transactions at ATMs, automatic residence notification, etc.
