Prime minister Goverment Pham Minh Chinh successfully concluded the working trip to China to attend the 8th Greater Mekong Subregion (GMS) Summit, the 10th Ayeyawady-Chao Phraya-Mekong Economic Cooperation Strategy Summit (ACMECS), the 11th Cambodia-Laos-Myanmar-Vietnam (CLMV) Summit and a working visit to China.
During his four-day stay in Yunnan Province and Chongqing City, Prime Minister Pham Minh Chinh had a very rich, diverse, comprehensive, substantive, and effective working program, both multilaterally and bilaterally; achieving the dual goal of both affirming Vietnam's proactiveness, positivity, and responsibility in building the Mekong sub-region; and strongly promoting the Vietnam-China cooperative relationship.
In the peaceful and modern city of Kunming, Yunnan province - where all three conferences of GMS 3, ACMECS 8 and CLMV 10 took place, together with the Leaders and Heads of Delegations of the countries attending the conferences including China, Laos, Cambodia, Thailand, Myanmar and leaders of international organizations, at the Conferences, Prime Minister Pham Minh Chinh proposed many ideas to make these cooperation mechanisms more effective in the context of world is changing a lot.
Speaking at the 8th GMS Summit, Prime Minister Pham Minh Chinh shared his assessment of five valuable lessons from the success of the GMS; at the same time proposed new-generation economic corridors with three main contents; affirmed that Vietnam will continue to cooperate closely with member countries and development partners to jointly build an expanded Mekong sub-region that is innovative, creative, dynamic, sustainable and prosperous.
At the 10th ACMECS Conference, Prime Minister Pham Minh Chinh said that ACMECS cooperation in the coming period needs to converge on the spirit of "05 commons": common aspiration, common vision, common determination, common voice and common action; at the same time, the Prime Minister proposed 6 contents for ACMECS cooperation to make a breakthrough in the coming period.
Attending the 11th CLMV Summit, Prime Minister Pham Minh Chinh emphasized the need to create a breakthrough for CLMV cooperation to catch up, move forward together and rise up; at the same time, he proposed the motto "03 together" in the orientation of CLMV cooperation in the coming time, including: Together determined to make CLMV cooperation increasingly effective and substantive; Together building a focus of cooperation in line with new trends and effectively complementing other Mekong sub-regional mechanisms; Together mobilizing resources with internal resources as fundamental, long-term, decisive and external resources as important, breakthroughs for development.

Deputy Ministry of Foreign Affairs Pham Thanh Binh said that the summaries, comments and profound proposals of Prime Minister Pham Minh Chinh received the response and appreciation of the leaders and delegates; and were also reflected in the documents of the Conference. In particular, the delegates were very pleased with Prime Minister Pham Minh Chinh's viewpoint on valuing time, valuing intelligence, innovating to break through, being creative to reach far, integrating to move forward, and uniting to gain more strength.
On this occasion, Prime Minister Pham Minh Chinh had bilateral meetings with leaders of countries attending the Conferences, including the Lao Prime Minister and the Cambodian Prime Minister, to review bilateral cooperation over the past time and propose tasks to promote cooperation in the coming time.
Prime Minister Pham Minh Chinh and the leaders of the countries emphasized the significance and historical value of the Vietnam-Cambodia-Laos relationship; affirmed to continue maintaining cooperation mechanisms between the three countries in all channels, for the benefit of the people of the three countries, for peace, stability and development in the region and the world.
Prime Minister Pham Minh Chinh also had bilateral activities with China in Yunnan province and Chongqing city, during which Prime Minister Pham Minh Chinh had talks with Chinese Premier Li Qiang and worked with leaders of Chinese provinces and cities.
According to Deputy Minister of Foreign Affairs Pham Thanh Binh, during the talks and exchanges between Prime Minister Pham Minh Chinh and Chinese Prime Minister Li Qiang and leaders of Yunnan, Chongqing, and Guangxi provinces of China, the two sides reached many important common perceptions on contacting and implementing the concretization of high-level common perceptions, promoting Vietnam-China relations, including Chinese localities, to develop increasingly effectively, substantially, and sustainably.
The two sides agreed to enhance political trust to promote the important role and orientation for the development of bilateral relations; continue to deepen substantive cooperation in all fields, consolidate the material foundation for the relationship between the two sides; and agree to promote complementary strengths.
In particular, they agreed to implement major projects, new symbols of cooperation in Vietnam-China relations, including accelerating cooperation in implementing three standard gauge railway lines. Lao Cai-Ha Noi-Hai Phong, Lang Son-Hanoi and Mong Cai-Ha Long-Hai Phong.
In response to Prime Minister Pham Minh Chinh’s proposal, China affirmed that it would further open its market to high-quality Vietnamese goods; agreed to strengthen transport infrastructure connectivity, promote cooperation in building and maintaining stable supply chains and production chains in the region.
In particular, the two sides agreed to control disagreements well, not to let them affect the good relations between the two Parties and two countries, and to closely coordinate to develop a peaceful, cooperative and developed border.

Visiting the President Ho Chi Minh historical site in Kunming city, Yunnan province, Prime Minister Pham Minh Chinh expressed his emotion and affirmed that this will always be a "Red Address" for people, especially the young generation of the two countries, to study, thereby actively contributing to fostering the friendship "both as comrades and brothers" between Vietnam and China to be forever green and sustainable.

At the Hongyan Historical Site in Chongqing City, where many artifacts about the past revolutionary activities of Communist leaders such as Mao Zedong, Zhou Enlai of China and especially President Ho Chi Minh of Vietnam are displayed and stored, Prime Minister Pham Minh Chinh said that this precious historical site is a vivid testament to the close friendship between the two Parties and the two countries of Vietnam and China during the years of fighting for national independence of each country.
Prime Minister Pham Minh Chinh also attended cultural promotion activities.Travel Vietnam in Yunnan and Chongqing helps people of the two countries understand each other better, promotes tourism, cultural exchange, people-to-people exchange, and strengthens the spirit of solidarity and friendship between the two countries and peoples.
Meeting with the Vietnamese community living, doing business, working and studying in Yunnan and Chongqing, China, Prime Minister Pham Minh Chinh shared and expressed his pride in the solidarity and strong development of the community; wished that people would promote the spirit of solidarity, overcome difficulties, innovate and be creative; preserve the national cultural identity; strictly follow the law and integrate into local life; always look towards the homeland; establish a career; and always value, preserve, consolidate, promote and enhance the Vietnam - China relationship.
Identifying that economy, trade and investment are pillars in the relationship between the two countries, during the visit, Prime Minister Pham Minh Chinh attended the Vietnam-China Business Forum; stating that Vietnam-China economic cooperation is not yet commensurate with the foundation of the extremely good relationship between the two countries, the opportunities and potential for cooperation between the two countries are still very large; Vietnam is committed to improving the investment and business environment, the Prime Minister suggested that businesses of the two countries need to promote cooperation and investment in the spirit of "harmonious benefits and shared risks."
Immediately after the talks and conferences, businesses from the two countries signed and exchanged 14 cooperation agreements in the fields of railway transport, aviation, logistics, energy, tourism, services, etc.
Prime Minister Pham Minh Chinh also received many leading Chinese enterprises, especially in the fields of infrastructure, energy, and aviation such as China Railway Construction Corporation (CRCC), China Huadian Group, Energy China Group, Commercial Aircraft Corporation of China (COMAC)... to promote cooperation in these fields.
Mr. Trieu Dien Long, Vice President of CRCC, commented that recently, exchanges at all levels of leadership between China and Vietnam have become more frequent. Infrastructure connection, especially railway connection, is one of the important contents that both sides are interested in, aiming to create a foundation, space for exchange, communication and cooperation between large enterprises of the two countries. Hopefully, China, especially Chinese enterprises, can quickly participate in infrastructure projects in Vietnam; at the same time, transfer technology to Vietnam, contributing to the development of infrastructure, especially railways in Vietnam.
At the end of his working trip to China, Prime Minister Pham Minh Chinh visited Chongqing Logistics Center and welcomed the ASEAN express train departing from Hanoi to here.
The Prime Minister suggested valuing time, intelligence and connection, upgrading and connecting the Vietnam-China-Europe international railway, creating the future, mutually beneficial cooperation; reopening the "Silk Road" in the new era, opening new trade corridors, not only Vietnam-China but also ASEAN, Central Asia and Europe.
The Prime Minister's working trip left a strong impression, with important contributions to building solidarity, implementing cooperation priorities, towards a region of rapid and sustainable development; at the same time continuing to concretize agreements, consolidate and promote friendly neighborly relations, the Comprehensive Strategic Cooperative Partnership and the "Vietnam-China Community of Shared Future of Strategic Significance" to develop more deeply, comprehensively and sustainably./.
