Digital transformation towards business households: From pilot to nationwide spread

The Ministry of Science and Technology is preparing to launch a pilot program to support digital transformation for wholesale and retail businesses in Thai Nguyen. The model is expected to create a substantial change in e-commerce, improve business capacity and make tax activities of business households more transparent, before being replicated nationwide.

Can you share about the plan to pilot digital transformation to business households in Thai Nguyen ?

Digital transformation is an inevitable trend. In the coming time, we will focus on promoting digital transformation in the business sector, first through a pilot program to support wholesale and retail businesses in Thai Nguyen. After the pilot, the program will be expanded nationwide.

The program aims to support small businesses to gradually bring their products and goods to the digital environment, participate in e-commerce, thereby increasing revenue and transparency in tax declaration and payment activities.

In Thai Nguyen, we are coordinating with the Department of Science and Technology, the Department of Industry and Trade, the Department of Finance and accompanying businesses. It is expected to organize guidance workshops in each commune and ward; at the same time, deploy a platform to assess the level of digital transformation so that each business household can self-assess and choose the appropriate solution. The steps are carried out sequentially, with close coordination between state management agencies, businesses and organizations supporting people.

We chose Thai Nguyen because it has similar economic and social conditions to many other places, diverse industries, mountainous areas, remote areas, and also bustling urban areas. This representativeness helps the pilot results to be universal and easy to replicate.

Currently, the preparation work has been basically completed, the program is expected to be deployed by the end of November or at the latest in early December 2025. This is a nationwide program, but the first phase of implementation in Thai Nguyen is a pilot; when successful, it will spread across the country.

During the preparation process, did you see any difficulties for businesses moving to the digital environment?

For businesses, digital transformation still has many difficulties, but this is a trend we must follow.

The first difficulty is awareness, many people do not clearly understand what digital transformation is, how to do it, what technology or skills are needed.

Second, the ability to use technology is still limited. Programs such as those implemented by Sapo Technology Joint Stock Company to support business households in switching from lump-sum tax to declaration are also opportunities to popularize and guide skills so that people can be more confident when participating in the digital environment.

Third is the lack of easy-to-use utilities. Therefore, we will cooperate with businesses to provide free friendly platforms and applications.

As awareness, skills and utilities improve, people will gradually access and participate more effectively in the digital environment.

Will the Ministry accompany businesses like the "digital literacy" program, sir?

The upcoming implementation in Thai Nguyen is a pilot step to support wholesale and retail businesses in the digital environment. Currently, the Ministry of Science and Technology is developing a project to promote digital transformation in the business sector, especially small and medium enterprises.

The Ministry is also preparing a program to promote consumption in the digital environment, contributing to the development of the digital economy. On that basis, the Ministry will advise on the issuance of programs and plans at the national level to promote comprehensive digital transformation, focusing on small and medium enterprises and business households.

Large enterprises, with available potential, when successfully implementing digital transformation, will pull small businesses in the ecosystem to develop together.

In fact, there have been people and businesses that are sensitive to the market and have pioneered the successful application of technology in digital transformation, creating a clear competitive advantage. The role of the Ministry is to promote mass programs and campaigns, which will be implemented synchronously nationwide in the coming time.
