To better understand these new aspects, Dr. Nguyen Hai Long, Director of the Department of Delegate Affairs, Committee on Delegate Affairs of the National Assembly, shared his insights with us regarding this election.
Dr. Nguyen Hai Long, could you please tell us about the new aspects in the preparations for the 16th National Assembly elections and the People's Council elections for the 2026-2031 term?

The election of deputies to the 16th National Assembly and the election of deputies to the People's Councils for the 2026-2031 term have the following special features.
Firstly, regarding timing, the election process remains the same as in previous elections, but the time between each step has been significantly shortened.
Secondly, when we implement a two-tiered local government system, eliminating the district level, the election process will be conducted directly from the provincial level down to the commune level.
Thirdly, we are strongly applying digital transformation to election processes to ensure rapid implementation from the central to local levels. For example, the initial step involves candidates for the National Assembly and People's Councils registering their applications online. This is a new initiative, being implemented for the first time. Of course, paper applications are still being processed in parallel.
The implementation on the electronic election portal system provides a wealth of publicly available and transparent information. On this website, voters can view the list of candidates for the National Assembly and People's Councils by province and commune. On election day, the number of voters will be updated hourly so that the National Election Council can monitor voter turnout nationwide, in each province, each commune, and even down to each polling station.

So, sir, how is the voting process this time different from previous elections before the digital transformation?
The voting process this time remains the same as in previous elections. The election day is also the same, but there are two differences that directly impact the people. Previously, communication efforts to the people and localities were quite diverse, such as printing newspapers or disseminating information through the press. However, this election is expected to allow people to use the VNeID application on their phones to find out the election date (March 15, 2026) and who the candidates for the National Assembly and People's Councils at both levels will be.
People can access this information anytime, whether at home or in their car, whenever they have free time... meaning that information about the election is delivered to the people regularly, continuously, and in the most convenient way, and we hope that we will implement this work well.
In addition, the C06 unit of the Ministry of Public Security has assisted the People's Committees at the commune level in compiling voter lists based on citizen identification cards, so there will be no cases of omitted voters or duplicates in the voter list, such as a voter having their name listed at two different addresses.
What advice would you give to voters, especially those who are permanent residents of one locality but work in another on election day?
For voters, there are two key areas to consider:
Firstly, regularly open the VNeID app to see which polling station you will be voting in, to thoroughly research each candidate, helping you make an accurate choice. Because this is about choosing your representative.
Secondly, for voters who work far from home and need to travel away from their residence on election day, things are now much more convenient. People only need to perform one action on their phone: using the VNeID application to notify the People's Committee at the commune level that they will be voting elsewhere.
All remaining procedures will be carried out by the police using the VNeID system.
Does that mean voters who move away from their place of residence can still cast their ballots on election day in their place of work, sir?
That's right, to ensure the rights and obligations of citizens.
