
In recent years, the Social Insurance Department of Lao Cai province has proactively built and perfected its information technology system to meet the requirements of modern management. The network infrastructure is maintained stably, and data backups are performed regularly, ensuring information security under all conditions. Business software is continuously updated, supporting staff in their professional work and facilitating faster transactions for organizations and individuals. From the provincial to the commune level, all application receiving points are synchronously connected, creating an interconnected and unified system for managing large datasets and providing online public services according to industry standards.
One of the outstanding achievements is the verification of social insurance, health insurance, and unemployment insurance data using personal identification numbers. By the end of November, the provincial Social Insurance agency had verified over 1.47 million people, reaching 99.97%, helping to synchronize the industry's data with the National Population Database. Replacing social insurance numbers with chip-embedded citizen identification cards not only improves accuracy but also helps reduce duplicate cards and incorrect personal information, creating a foundation for receiving and processing administrative procedures entirely in a digital environment.

In addition, the Provincial Social Insurance agency continues to coordinate with the Department of Health to support medical facilities in creating and linking electronic driver's license health certificates, birth certificates, and death certificates to the Health Insurance Claims Information System's data reception portal. By November 6, 2025, nearly 47,700 birth certificates, over 300 death certificates, and over 82,600 driver's license health certificates had been created in the province to serve the tasks under Project 06.
The acceptance of patients for health insurance-covered medical examinations and treatment via citizen identification cards or the VNeID application has also been implemented across all medical facilities in the province. 100% of health insurance-covered medical examination and treatment facilities in the area have accepted patients using chip-embedded citizen identification cards/VNeID, with over 3.2 million successful health insurance card information lookups, significantly reducing processing time at medical facilities. People no longer worry about forgetting or losing their cards, and at the same time, management agencies can better control medical examination and treatment data, limiting abuse and fraudulent exploitation of the health insurance fund.
Ms. Nguyen Thi Canh, residing in Dong Tam 1 residential area, Yen Bai ward, shared: "Previously, going to the doctor required bringing my ID card, health insurance card, and medical record book, but now all I need is my citizen ID card. Everything is integrated, including my medical record book, which is now in the VssID application. I find it very quick and convenient."

Alongside data modernization, there has been a strong innovation in administrative procedure reform. The processes for receiving and delivering results have been standardized through a one-stop and integrated one-stop mechanism, ensuring transparency and timeliness. Hundreds of thousands of applications are received and processed each month with a very high on-time rate, with electronic applications accounting for a large proportion thanks to the increasingly popular habit of using online public services. For integrated procedures related to birth registration, health insurance card issuance, and death registration and benefit settlement, the provincial Social Insurance agency has received and processed applications stably, maximizing convenience for citizens in important life transactions.
The cashless payment of social insurance benefits has also seen significant progress. The percentage of pensioners and recipients of monthly social insurance benefits receiving payments via bank accounts has reached over 83%. For lump-sum social insurance payments, unemployment benefits, and short-term benefits, the rate of payments via bank accounts ranges from 98% to almost 100%. This approach not only increases safety and transparency but also reduces payment costs, aligning with the government's and the social insurance sector's trend towards digital payments.

Beyond focusing on technology, the Lao Cai Provincial Social Insurance agency places special emphasis on improving the quality of service to the people through online and in-person support systems. During the year, the agency's one-stop service center provided advice and answered questions for tens of thousands of people, with a satisfaction rate exceeding 90%. Communication efforts were intensified through newspapers, social media, and dialogue conferences, helping people access comprehensive information on social insurance, health insurance, unemployment insurance policies, as well as new digital transaction methods.
Digital transformation is not only an inevitable trend but also a driving force for the social insurance sector to improve service quality in a modern, transparent, and convenient manner. The near-perfect verification of population data, the 100% implementation of patient registration using citizen identification cards and VNeID at medical facilities, and the significant increase in the rate of electronic transactions have created a crucial step forward in building a digital social security ecosystem.
In response to the increasing demands of the national digital transformation process, the Lao Cai Provincial Social Insurance agency continues to prioritize enhancing the digital capabilities of its staff. The agency aims to achieve 100% proficiency in digital platforms among its staff by 2026. Simultaneously, the Social Insurance agency will expand data integration and sharing with the police, health, and judicial sectors; improve utilities on the VssID platform; strengthen the control of medical examination and treatment costs using technology; and continue to develop the rate of cashless payments to build a modern and people-friendly social security system.
