Digital government spreads to every village and hamlet
Immediately after implementing the 2-level local government model, 75 communes and wards in the province have completed and established community digital technology groups, ready to support farmers in participating in digital transformation. Currently, 100% of the groups and villages have set up a common zalo group, connecting households, sharing information, announcing policies and guiding administrative procedures. Thanks to that, people no longer have to travel many times to update information from the commune.
In parallel, many villages and hamlets are equipped with security cameras, helping to monitor and promptly handle issues related to order, hygiene and environment. Mr. Lo Van Phong, Head of the Front Committee of Dong Xuong village, Ngoc Chien commune, said: Thanks to the camera system, we can control the cleaning of the roads and landscape of the village. People are raising their awareness of protecting the environment, reducing waste and ensuring order. Applying information technology also helps to manage and implement the commune's documents easily and conveniently.

The quality of public administrative services has been improved, especially the full-process online public services, helping people access administrative procedures quickly and conveniently. Mr. Le Van Dao, a specialist at the Yen Son Commune Public Administration Service Center, shared: Thanks to the application of digital technology, people can submit documents and receive results online quickly, without having to travel many times. Civil servants can handle work anywhere, anytime, improving work efficiency, shortening the geographical distance between the commune center and villages.
The digitalization of management is also evident in the province's information technology infrastructure. Currently, 100% of communes have fixed broadband information networks and 4G mobile coverage; the rate of villages/hamlets with fixed broadband is 80.03%, the rate of households with fiber optic subscriptions is 55.05%. The total number of cable lines in the province is 8,724, with a total length of about 6,360 km of fiber optic cable. The rate of villages/hamlets covered by 4G mobile coverage is 96.26%, the rate of population covered by 4G coverage is 97.25%. The official email system serves over 28,000 accounts of cadres, civil servants and public employees, ensuring fast and secure information exchange, serving the work of direction and administration.
These changes not only create transparency and publicity in the operations of the local government apparatus, but also bring satisfaction to the people when administrative procedures are processed quickly and promptly. People now proactively monitor announcements, documents, and administrative procedures right at home, saving time and travel costs.
Digital technology brings rural integration
In addition to digital government, digital transformation in the economic - agricultural sector is creating a big boost for rural development. Many OCOP products and typical agricultural products are put on e-commerce platforms, expanding the consumption market. In traditional markets, cashless payment via QR code scanning is implemented, changing people's shopping habits, increasing convenience and transparency in transactions. Local departments and branches also increase the application of online and virtual reality technology in promoting, promoting trade, and e-commerce for agricultural and rural products.

To date, 42 enterprises and cooperatives have been supported to promote and introduce their units with 52 typical agricultural products on the Son La Province's Enterprise and Agricultural Products Information Page (https://agritradepage.vn). 5 enterprises and cooperatives with 75 products meeting export standards have been put on international platforms, such as Alibaba.com, Agrim, EC. The province also built and edited communication tools to support enterprises and cooperatives in finding partners on digital platforms. The whole province has 2,466 products put on e-commerce platforms with more than 49,916 successful transactions, contributing to improving economic efficiency, expanding the market, creating trust for enterprises, cooperatives as well as consumers.
Ms. Tran Phuong Thanh, Deputy Director of Noong Pieu Agricultural Cooperative, Phieng Khoai Commune, shared: The Cooperative has deployed a drip irrigation system and automatic irrigation controlled via a phone application, installed surveillance cameras, and electronic planting area records, helping to control the transparent farming process and ensure product quality. In the business stage, QR codes have been used to trace origins, build promotional websites and create brands... Thanks to the application of technology throughout the value chain, the Cooperative has improved productivity, product quality and economic efficiency. At the same time, it helps people gradually get used to the model of "digital agriculture", "digital farmers", closely linking the goal of building new rural areas.

Mr. Vu Tien Dinh, Deputy Director of the Department of Agriculture and Environment, said: Commune-level digital government and the province's support mechanism have created conditions for households and cooperatives to access technology. Internet coverage is available in most villages and hamlets; commune officials guide and advise on management, floor registration, product promotion, helping Son La agricultural products reach consumers both at home and abroad. To transform digitally with new rural construction, it is necessary to continue investing in digital infrastructure to villages and hamlets, especially in highland areas and ethnic minority areas; support cooperatives and households to apply technology to production and consumption of agricultural products on digital platforms.
