On November 14, the Ho Chi Minh City People's Committee held a press conference to inform about the Autumn Economic Forum 2025, with the theme "Green transformation in the digital age". The forum aims to build a space for high-level policy dialogue between the Vietnamese Government, international organizations, businesses and academia; promote public-private cooperation, innovation and smart economic development.

Dual transformation paves the way for Vietnam to enter a new era
Vice Chairman of the Ho Chi Minh City People's Committee Nguyen Loc Ha, Head of the Forum's Organizing Committee, emphasized that Vietnam is entering a pivotal stage in the development process, when global competition is no longer based on resources or cheap labor but on the technology ecosystem, innovation capacity and green, sustainable standards. In the new era, national strength is measured by the speed of knowledge creation, the ability to master technology and the level of knowledge conversion into value. Countries that are slow to change will be left behind.
According to Mr. Nguyen Loc Ha, digital transformation and green transformation are not two separate directions, but two complementary strategic axes, creating dual development momentum.
Digital transformation helps optimize operations, increase transparency and improve economic efficiency; while green transformation ensures growth without compromising the environment and helps Vietnam meet new international standards such as green trade, carbon tax or ESG.
When combined synchronously, these two processes will form a smart economy, where digital technology , innovation and green standards become natural components of development strategies.

The Vice Chairman of the Ho Chi Minh City People's Committee said that the current requirements do not stop at applying technology or reducing emissions, but rather restructuring the growth model from the root, shifting from expanding quantity to upgrading quality; from depending on resources and labor to relying on knowledge and creativity; from consuming growth to effective and sustainable growth.
"With the theme 'Green transformation in the digital age', the Autumn Economic Forum 2025 must become a place to turn development thinking into practical action capacity at the Government , urban and business levels. Ho Chi Minh City needs to demonstrate its ability to implement dual transformation through smart manufacturing models, low-carbon logistics, digital urban services and new pilot mechanisms," Mr. Nguyen Loc Ha emphasized and suggested that the discussion sessions should focus on model design, propose mechanisms and replicable components, instead of just sharing experiences.
The success of the Forum will be measured by the quality of commitments and actions after the event. "Let's work together towards a greener, more digital, smarter, more sustainable and more humane future," said the Vice Chairman of the Ho Chi Minh City People's Committee.

WEF accompanies Vietnam
Regarding the Forum, Mr. Le Truong Duy, Director of the Center for the Fourth Industrial Revolution in Ho Chi Minh City (HCMC C4IR), Deputy Head of the Forum Organizing Committee, said that this year's Forum was attended by Prime Minister Pham Minh Chinh, Deputy Prime Minister Bui Thanh Son, leaders of central ministries and Ho Chi Minh City, localities, along with prestigious experts, scholars and policy makers who are directly leading the global green transformation and digital transformation trends.
On the international side, it is expected that there will be the participation of government leaders from countries, ministries, branches and international localities, along with more than 500 guests from innovation centers, international organizations, universities, research institutes and multinational corporations.
According to Mr. Le Truong Duy, as the economic locomotive of the country, Ho Chi Minh City is strongly shifting from traditional industry to high-tech industries, logistics, finance and creative services. This year's forum reflects the city's vision of action, both leveraging the power of technology to improve productivity and governance capacity, while ensuring green development, reducing emissions and improving the quality of life of the people, contributing to making Ho Chi Minh City a smart city, a leading financial and innovation center in Southeast Asia.
As of November 13, the Forum has received confirmation of participation from 5 ministerial delegations, 9 international local delegations, 8 international organizations (WEF, IMF, UNESCO, FAO...), 10 global C4IR Centers and 67 business delegations and research institutes from the US, Germany, Japan, Singapore, South Korea...
In particular, Mr. Stephan Mergenthaler, Managing Director of WEF, will directly attend and co-organize many discussion sessions, demonstrating his commitment to strengthening WEF - Vietnam cooperation.
In parallel with the Forum, Ho Chi Minh City will organize the GRECO 2025 Exhibition at Nguyen Hue walking street from November 25, displaying AI solutions, renewable energy, green production of many large enterprises and corporations such as Qualcomm, Mitac, Viettel, CMC, Thaco and international delegations... At the same time, at Thisky Hall, there will be a technology exhibition area designed according to the experience model, introducing AI, robots, big data, smart cities and solutions to support businesses in transforming production according to international standards.
The Autumn Economic Forum 2025, directed by the Ho Chi Minh City People's Committee, chaired by the Ho Chi Minh City Center for the Fourth Industrial Revolution (HCMC C4IR), in coordination with city agencies, organizations, the World Economic Forum (WEF), and central ministries and branches, will take place from November 25-27 at Thisky Hall (Thu Duc).
On November 25, the Talkshow “Intelligent Generation NOW” for young people was co-organized by HCMC C4IR, WEF and UNESCO. In the afternoon, there was the CEO500 - TEA CONNECT session, where more than 500 businesses had a dialogue with the Government on green investment, high technology and public-private partnership.
On November 26, there will be a plenary session and three thematic sessions on smart manufacturing, green logistics and digital government. In the afternoon, there will be a High-Level Policy Dialogue, announcing the Joint Statement between Ho Chi Minh City and WEF on promoting smart manufacturing according to international standards.
November 27, for business networking activities, visiting the Ho Chi Minh City innovation ecosystem and the global C4IR exchange program.
