Remove the "request - certify copy" mechanism

Requiring certified copies causes a huge waste of time, human resources and costs for both the people and the government. The problem comes from the lack of uniformity in current regulations: many specialized documents still require the submission of certified copies instead of recognizing electronic data during the implementation of administrative procedures. In the implementation process, many officials and civil servants still maintain the "old way" and a safe mentality, so they continue to request certified copies to "be sure", instead of looking up data that has been synchronized, connected and shared with the National Population Database.

It is necessary to eliminate the mechanism of "requesting - certifying copies" and switch to the mechanism of "using - sharing data" to truly remove bottlenecks in administrative reform in the digital transformation period. Accordingly, conduct a comprehensive review of legal regulations related to administrative procedures that require submitting certified copies, eliminate unnecessary requirements, and complete the legal corridor for the use of electronic data with legal value equivalent to paper copies.

Changing the habits of civil servants

Currently, the regulations on the use of digital documents and electronic data are basically sufficient. The most important issue that must be changed is the habits and thinking of officials and civil servants when receiving and handling administrative procedures. In reality, there are still officials who want to see certified copies for "safety", but in reality, such copies are not necessarily as safe as documents integrated on the VNeID application or database.

For example, if an individual has just divorced for 1-2 days but still holds a certified copy of the marriage certificate (still valid) to submit the application, the officer will not know when looking at the paper copy, while just looking it up on the system will immediately show the result that this person is divorced. This shows that the updated data ensures higher accuracy. Along with that, ministries, branches and localities need to speed up the progress of updating data for effective exploitation; promote widespread propaganda among officials, civil servants, people and businesses about the use of electronic documents, without requiring certified copies.

Promote the use of documents on VNeID

The large number of certified copies overloads civil servants, causing them to waste time processing, leaving no time to deal with other tasks. Authorized management civil servants also have to spend time signing documents, which affects the processing of other professional documents.

State agencies need to strictly follow the instructions and absolutely not require citizens to submit or present originals or copies of documents and papers that have been integrated into VNeID (such as health insurance cards, driver's licenses, vehicle registration papers, etc.) when citizens have presented corresponding information from VNeID. Regarding information lookup on the national database, specialized ministries should promptly integrate and share data... on temporary residence and residence process of citizens so that receiving officers can more conveniently process citizens' records according to current regulations.

Compare electronic records via VNeID, QR code

In the banking sector, we often have to receive and check customer files related to secured assets, personal documents, authorization files, sales contracts, etc. There are files that have to be worked with the court, enforcement agency, land registration office, notary office, etc., so the number of documents that need to be submitted every day is very large.

In reality, many agencies still require certified copies and customers often have to run back and forth to certify just 1-2 pieces of paper. Sometimes a debt settlement transaction is delayed for 2-3 days just because of the lack of certified copies, even though the originals have been presented in full.

In the current digital transformation era, credit institutions have operated many contract transactions and documents using digital signatures. However, these documents cannot be certified copies according to legal regulations. We really hope to completely eliminate the requirement for certified copies, replacing it with online lookup or electronic file comparison via VNeID, QR codes of documents or connected data portals. The data has been authenticated on the system, limiting the requirement for certified copies will certainly make it much more convenient for people and businesses.
