On March 19, the Provincial People's Committee Office announced that the province has just issued a decision to change the purpose of using 10.4 hectares of forest to another purpose to implement the rescue road project from Truong Xuan commune to Truong Son commune, Quang Ninh district. The implementation of this project will help people in the border commune of Truong Son no longer have to take a detour through 2 other localities when wanting to reach the district center.
Accordingly, the rescue road project from Truong Xuan commune to Truong Son commune has an area of 18.5 hectares. The forest area that must be converted to another use is 10.4 hectares, of which 2.1 hectares are protective forest and 8.3 hectares are production forest under the management of Quang Ninh District Protective Forest Management Board and Truong Son Commune People's Committee.
Previously in 2021, Quang Ninh district decided to invest 100 billion VND to implement the project of building a rescue road from Truong Xuan commune to Truong Son commune with a length of more than 6.6 km, connecting the eastern branch of Ho Chi Minh road with the western branch of Ho Chi Minh road. However, due to the need to change the purpose of use of many forest areas, the project had to stop for a while.

In early November 2023, the Prime Minister sent a document to the People's Committee of Quang Binh province agreeing to the policy of changing the purpose of use to another purpose for 10.2 hectares of natural forest in Quang Ninh district to implement the project.
Truong Son is the only commune in the province that does not have a road connecting to the district center.
To reach the border commune of Truong Son, from the center of Quang Ninh district, by water, you have to take a motorboat up the Long Dai River with many dangerous rapids; and if you go by road, you have to go around Dong Hoi City and Bo Trach District or Le Thuy District via National Highway 9E and 9B, then follow the West branch of Ho Chi Minh Highway to reach the center of Truong Son commune. The length of these detours is nearly 80km.
During the rainy season, these routes often suffer serious landslides and erosion, completely isolating Truong Son commune for a long time, making rescue and support for people extremely difficult and complicated.
Therefore, the investment in building the Truong Xuan - Truong Son rescue route will contribute to breaking the monopoly in connecting Truong Son commune with the center of Quang Ninh district and meet the long-standing expectations of the people of this border commune.
