Switching to tax declaration: Business households hope for guidance to avoid risks

Business households support the shift from lump-sum tax to declared tax because of the expectation of greater transparency and fairness, but are also worried about arising problems, especially the difficulty in obtaining input invoices as the application time is approaching.

On November 28, the interactive program "Upgrade - Upgrade" at the People's Committee of Thu Duc Ward (HCMC) attracted hundreds of business households and enterprises to learn and ask questions about digital transformation and changes in tax policies.

Actively seeking information but still have many concerns

Sharing at the program, with the grocery business model, Ms. Tran Hoa Phuong (Thu Duc ward) said that she has proactively learned, thanks to early consultation, she has switched from lump-sum tax to declared tax for many months and has seen many positive points.

Specifically, tax declaration with clear input and output invoices helps business households easily control finances, manage revenue and expenditure, and facilitate cooperation with partners and businesses.

However, Ms. Phuong said that the prices of goods purchased and sold are sometimes inconsistent, depending on the policies of manufacturers and large agents, leading to difficulties in correct declaration, and easily being misunderstood by tax authorities as tax evasion.

Similarly, Mr. Cao Quoc Tuan, owner of Nam Vang noodle shop, said that he might be eligible to apply the declaration method, so the goal of participating in the program is to learn about the regulations and master the new tax declaration process.

Mr. Tuan admitted that the initial tax policy change will be difficult. However, if the tax industry implements it systematically and has specific instructions, in the long run it will be more convenient for people, especially the elderly and those who are not familiar with technology.

How to run a boarding house, buy rice and vegetables from farmers?

Regarding the lodging business, a representative of a business said that because it is a special and unstable field with people coming and going constantly, sometimes there are no tenants, the rental price changes constantly, not to mention other unnamed costs... The above problems make declaring revenue, input... not easy, even difficult to be accurate.

Having proactively applied the declaration tax many years ago, Ms. Tran Thi Thu Le (rice business household) said that due to her experience, she was ready to switch to the declaration tax again.

Ms. Le suggested that the State should clarify further to help businesses have less concerns about whether the tax on revenue is reasonable; according to new regulations, input invoices are required, but this is not an easy issue, especially for small businesses that buy goods from farmers.

"I do rice business, I choose to buy directly from farmers to optimize profits, but few farmers can provide input invoices. Or at the market, small vegetable stalls, with orders of a few kilos of vegetables, will they have to issue input invoices to buyers in the near future? If I buy a few kilos of vegetables and ask for the seller's ID card to store information according to regulations, is that okay?", Ms. Le said.

At the program, many business households also said that the issue of input invoices is of great concern but not yet fully understood, while the 2026 deadline is approaching. Therefore, if there is no solution soon, many small buyers and sellers will certainly face difficulties.

Sharing at the event, Mr. Phan Tran Hoang Lam, deputy head of the Legal Estimation Team of Tax Base 2, said that all tax procedures for business households will be carried out via the eTax Mobile application. Households will be trained and supported in the conversion process, and will register and use electronic invoices if they are required to do so.

"This is not just a change in technique or declaration form, but a fundamental transformation in business management thinking. Instead of "paying taxes to finish", business households need to gradually approach a clear and proactive management method through a self-declaration and self-payment mechanism, and at the same time, business people need to proactively learn in advance to easily apply when moving to 2026" - Mr. Lam said.

The program "Upgrade - Upgrade" is part of the project "Together with business households to become digital enterprises" 2025, organized by Tuoi Tre newspaper, the Department of E-commerce and Digital Economy (Ministry of Industry and Trade), the Tax Department ( Ministry of Finance ), the Department of Industry and Trade of Ho Chi Minh City in coordination with localities with the accompaniment of Vietnam International Commercial Joint Stock Bank - VIB.

The project includes many diverse activities such as: communication, seminars, talks, interactive program "Upgrade - Upgrade", consulting, awards... to discuss and resolve problems, train on digital skills, law, online sales, digital transformation for businesses, honor good business people, businesses with effective digital transformation.
