Shifting focus to prevention and early warning of violations

Regarding the direction and tasks of preventing and combating corruption, waste, and negativity in 2026, Chairman of the Law and Justice Committee Hoang Thanh Tung suggested shifting the focus to prevention, proactively identifying, forecasting, and warning of violations early and from afar, resolutely not allowing old violations to recur.

Continuing the 10th Session, on the morning of December 9, the National Assembly listened to the Government's Report and the Report on the review of anti-corruption work in 2025.

Handling the responsibility of the leader when corruption occurs

According to the Report on anti-corruption work in 2025 presented by the Government Inspector General Doan Hong Phong, the Government and the Prime Minister have focused on leading and directing ministries, branches and localities to seriously implement the 2025 Work Program of the Central Steering Committee on anti-corruption, waste and negativity; promulgated the National Strategy on anti-waste until 2035; determined that anti-waste has an equivalent position to anti-corruption and negativity; directed the review and removal of difficulties and obstacles for projects that are behind schedule, have long backlogs, are ineffective and at risk of loss and waste.

The work of preventing corruption, waste and negativity has been implemented synchronously and effectively, demonstrated through the results of the following contents: Publicity and transparency in the organization and operation of agencies, organizations and units; Building and implementing norms, standards and regimes; Implementing the code of conduct for people with positions and powers; Implementing job position transfers; implementing administrative reforms and digital transformation in management work; implementing regulations on asset and income control; Handling the responsibility of leaders when corruption occurs...

However, the Government Inspector General admitted that the institutionalization and overcoming of loopholes, obstacles, inadequacies and overlaps in a number of areas are still slow and have not yet met practical requirements; some corruption prevention measures have not been fully implemented; some cases and incidents have had to be temporarily suspended due to defendants fleeing or the lack of results of foreign judicial assistance; the value of assets to be recovered is still large.

Notably, corruption, waste, and negativity in a number of areas are still complicated; harassment and inconvenience to people and businesses have not been thoroughly resolved.

Many preventive measures are still mere formalities.

According to the Report on the review of the Government's Report on anti-corruption work in 2025 presented by Chairman of the Law and Justice Committee Hoang Thanh Tung, the Committee agrees with the Government's assessment and believes that corruption, waste, and negativity are still complicated in a number of areas; corruption continues to occur in agencies tasked with preventing and combating corruption, waste, and negativity; harassment and negativity in the administrative and public service sectors are still widespread.

The Chairman of the Committee on Law and Justice pointed out that this situation shows that there is still lax management and lack of responsibility of many groups and individuals, especially leaders in state management in some areas. The implementation of anti-corruption measures has not really been effective, many preventive measures are still formal. The work of inspecting and supervising the exercise of power by people with positions and powers has not received due attention...

The Committee on Law and Justice requested the Government to clearly analyze the “risk” of corruption, waste, and negativity to the survival of the regime to what extent has been pushed back so as to correctly forecast the situation. At the same time, summarize, evaluate, fully identify the limitations, causes and propose solutions to respond to the requirements of the new situation.

Regarding the direction and tasks of preventing and combating corruption, waste and negativity in 2026, the Committee proposed that the Government study, supplement or clarify a number of directions and tasks.

That is, continue to build and synchronously perfect the legal system, fully institutionalize the Party's policies and guidelines on preventing and combating corruption, waste and negativity into laws, overcome loopholes, obstacles and inadequacies due to legal regulations leading to corruption, waste and negativity; promote responsibility, especially of leaders in the work of building and enforcing laws.

Implement synchronous and effective measures to prevent and combat corruption. Shift the focus to prevention, proactively identify, forecast, and warn of violations early and from afar, resolutely not allowing past violations to recur.

Strengthen inspection and examination work, focusing on the fields of land management and use, construction, bidding, resource and mineral management, production and trade of counterfeit goods such as food, medicine, labor, health, etc.; focus on reviewing and handling redundant headquarters after rearrangement to prevent and combat corruption, waste, and negativity; continue to pay attention to preventing harassment, negativity, and causing trouble for people and businesses, etc.
