The Standing Committee of the Party Committee of the People's Committee of the city awarded commendations to collectives that excellently fulfilled their tasks in 2025.

It's not just about awareness, it's about slogans.

In the context of the whole country accelerating the restructuring of the administrative apparatus and building a streamlined, effective, and efficient administration, the implementation of the two-tiered local government model places increasingly high demands on cadres, Party members, civil servants, and public employees.

This is not only a task related to organizational structure but also a measure of the sense of responsibility, dedication to serving the people, and competence in performing official duties of each cadre and Party member. Therefore, the Party Committee of the People's Committee of the city has determined that studying and following Ho Chi Minh's ideology, ethics, and style must be linked to reforming leadership methods, improving the effectiveness of state management, and building a team of cadres that meets the requirements of operating the two-tiered local government model in the new situation.

Based on practical requirements, the Party Committee of the People's Committee of Hue City proactively selected key areas and breakthroughs for implementation. These include focusing on improving public service ethics, administrative reform, digital transformation, and the exemplary role of officials and Party members, especially the heads of Party committees, agencies, and units.

Many innovative models and approaches have been implemented, such as the Party Committee of the Department of Health leading the effort to complete the electronic medical record (EMR) management, digitize records, accelerate medical examinations and treatments, ensure information security, and minimize cumbersome procedures, allowing for the online management of the entire medical history, prescriptions, and tests; and implementing the emulation movement "Building green, clean, and beautiful medical facilities, minimizing plastic waste, contributing to environmental protection, and aiming for patient satisfaction".

The City Tax Party Committee leads its officials and Party members in working with a service philosophy that shifts from a "receiving agency" to an "integrated service platform." This represents a transformation in control methods from "manual pre-auditing" to "post-auditing using a data ecosystem (Big Data) & AI." As a result, a 100% electronic invoice ecosystem has been successfully created. Tax officials no longer simply "wait" for citizens to bring money to pay, but proactively "bring" services directly to them…

To put it into practice through concrete actions.

A highlight in the implementation of studying and following Ho Chi Minh's ideology, ethics, and style is the strong shift from "studying" to "following." While previously, studying primarily focused on understanding and researching specific topics, now the requirement is to concretize it through action, work efficiency, and a service-oriented attitude towards the people.

The results show that the rate of timely and accurate processing of applications in Hue City is high (approximately 99%). The city is accelerating digitalization (100% of applications are digitized from the outset) and the rate of online applications throughout the entire process is expected to reach 100% by the end of 2025, leading the country. These are important conditions to ensure that the two-tiered local government apparatus operates smoothly and efficiently, better serving the people and businesses.

Along with fulfilling its political tasks, the Party Committee of the People's Committee of the city pays special attention to Party building; strengthening political and ideological education; and promptly combating and preventing manifestations of ideological and political degradation, moral decay, and lifestyle deviations, as well as "self-evolution" and "self-transformation" within the Party. The study and emulation of President Ho Chi Minh's teachings are linked to the implementation of Conclusion No. 21-KL/TW of the Politburo of the 13th Party Congress on building and rectifying the Party and the political system.

Despite the achievements, some Party committees and organizations have not paid sufficient attention to Party building; the content of Party branch meetings sometimes lacks depth and diversity. A segment of cadres and Party members are not truly exemplary, exhibiting a tendency to "talk a lot but do little," lacking decisiveness in performing their duties, and even evading responsibility, violating Party regulations and State laws, thus affecting the people's trust in the Party and government.

Under the two-tiered local government model, the requirements for public service responsibility, professionalism, and a spirit of service to the people among cadres must be further enhanced. This reality demands that Party committees at all levels continue to improve their leadership role, strengthen inspection and supervision; promote the exemplary role of key leaders; and focus on building a team of cadres who possess both professional competence and moral character, a scientific work style, and are close to and dedicated to the people. More importantly, studying and following President Ho Chi Minh's teachings must become a voluntary and regular practice for every cadre and Party member. It should not be limited to making commitments or developing plans, but must be demonstrated through a sense of responsibility in work, an attitude of service to the people, a conscious effort to cultivate morality and lifestyle, and exemplary conduct in words and actions.
