In this context, the creative economy – based on content creation, digital technology, and a global user community – is a suitable trend, helping Khanh Hoa enhance the value of its key industries and connect effectively with international markets.
The creative economy operates on two levels.
At the macro level, the focus is on policies, mechanisms, infrastructure, and resources. Khanh Hoa can develop a creative economy through four areas: Science (providing knowledge, applied research); Economy (transforming knowledge into economic value); Culture (exploiting heritage, identity, creating tourism products, art, and digital content); and Technology (connecting sectors through digitalization, artificial intelligence, and online platforms).
The micro-level refers to content creators, including individuals, groups, or businesses, who directly create, transmit, and receive value from intellectual property. They create value ( videos , music, images, design, travel experiences, software), transmit it through TikTok, YouTube, Zalo, e-commerce platforms, AI applications, and receive value through advertising revenue, e-commerce, brand partnerships, and building a loyal user community.

The creative economy model framework helps link policies, social resources, and individual creative activities, creating unique socio-economic value and connecting with international markets. The creative economy can be effectively implemented across three economic pillars of Khanh Hoa. Firstly, tourism, services, and marine culture: Creators spearhead communication and promotion of Nha Trang with its beaches, cuisine, and lifestyle; Cam Ranh with resorts and wellness; Van Ninh - Van Phong with new tourism; and Ninh Hoa with its traditional craft villages and hot springs. They leverage the image of islands, scuba diving, Champa culture, and coastal villages, promoting digital transformation in tourism and effective international promotion without large budget expenditures. Secondly, marine - seafood - processing and export: Creators build content tracing the origin of seafood from farming to processing, packaging, and export, while also creating short 30-60 second videos to promote brands of lobster, sea fish, bird's nest, etc. They support ship owners and farm owners in selling directly through e-commerce and livestreaming, increasing product value through digital content, in line with the digital transformation goals outlined in Resolution No. 57 of the Politburo on breakthroughs in science, technology, innovation, and national digital transformation. Thirdly, industry - urban areas - Van Phong Economic Zone: Creators support attracting investment with content about industrial zones, seaports, logistics, 3D - 360° videos of urban planning and smart ports, and digital platforms for foreign investment projects. This activity ensures information transparency and supports investment promotion based on visual data.
Maximizing the economic efficiency of innovation.
To maximize the creative economy, Khanh Hoa could establish a Khanh Hoa Creator Hub, comprising a mini studio, training rooms, and support for legal, tax, and e-commerce matters; implement the "10,000 Creators of Khanh Hoa 2025-2030" program, providing training in video production, tourism storytelling, digital marketing, and livestreaming; build a digital tourism platform for Khanh Hoa - Khanh Hoa Tourism Studio, with a free video library, open data on locations, maps, festivals, and APIs (Application Programming Interfaces - methods/protocols for connecting applications and data libraries) for accommodation and events. Alongside this, policies should be enacted to support creators and local businesses; offer free filming at scenic spots, support packages for OCOP products, collaborate with large digital platforms, and provide advertising vouchers for small businesses; and organize the annual Vietnam Sea Creator Festival - Nha Trang, connecting creators with tourism and e-commerce businesses. Establish KPIs to evaluate the effectiveness of e-commerce revenue from digital content, tourism promotion, creator income, and 3D urban planning videos.

The creative economy is a strategic tool that helps Khanh Hoa enhance the value of tourism, fisheries, industry, and urban development, create a sustainable innovation ecosystem, connect internationally, and realize the development aspirations outlined in Resolution No. 57 of the Politburo.
