Mr. Nguyen Hao, Secretary of the Party Committee of Dai Loc Commune, said that the high water level during the recent flood made people worried about the flood discharge of hydropower plants. He asked the People's Committee of Da Nang City to request hydropower plants to discharge flood water according to procedures and at the same time improve forecasting capacity to serve the evacuation work more effectively. He also recommended adding rescue vehicles such as boats and small canoes and strictly handling false information about relief on social networks.

Sharing the same view, delegates Bling Mia (Party Secretary of Tay Giang Commune) and Le Van Dung (Deputy Head of the Urban Committee of the City People's Council) proposed clarifying the inter-reservoir operation process, especially for hydropower plants without bottom discharge gates, and improving the way of communicating water regulation information so that people can proactively respond.
Responding to comments, Vice Chairman of the People's Committee of Da Nang City Tran Nam Hung said that the current operation complies with the Inter-reservoir Operation Procedure on the Vu Gia - Thu Bon River Basin according to Decision 1865/QD-TTg issued by the Prime Minister in 2019. Although the factories have followed the correct procedures according to data monitoring, the flood regulation efficiency is still not high. Some regulations in the procedure are still inadequate and not close to reality, making it difficult for localities to be proactive when there are unexpected situations.
According to Mr. Hung, if the hydroelectric reservoir operates against procedures, causing more flooding and more damage to people, criminal responsibility can be prosecuted.
The City People's Committee also proposed many long-term solutions such as strengthening equipment to prevent landslides, building resettlement areas and storm and flood shelters.
Da Nang City also plans to propose the Central Government to support about 2,000 billion VND to build resettlement areas for people in landslide and high-risk areas. At the same time, the city is studying a specialized resolution on building storm and flood shelters, which Quang Nam province (old) previously had and is very suitable for current practice.
Spending 377 billion VND to support officials and civil servants affected by administrative unit rearrangement
Also at the meeting, with 77/78 delegates in favor, the People's Council of Da Nang City passed a Resolution regulating support policies for cadres, civil servants, public employees and workers affected by the administrative unit arrangement.
Applicable subjects are those who do not have a house owned by themselves or their spouse, have never bought or rented a social house or a house owned by public property at the place of work, and the new place of work is 30km or more away from the place of residence.
Specific support policies:
- Provincial officials moving between Quang Nam province (old) and Da Nang city (old) are supported with 400,000 VND/month for travel expenses, 4 million VND/month for house rent, and 5 million VND for one-time relocation.
- Commune-level officials working in mountainous and island areas are supported with 400,000 VND/month for travel expenses, 2 million VND/month for house rent, and 2.5 million VND for one-time relocation.
- Officials of central agencies headquartered in Quang Nam province (old) who work in Da Nang (old) and vice versa will receive a one-time support of 10 million VND/person.
The total estimated cost is 377 billion VND, of which 120 billion VND will be spent in the first 6 months of 2025 from the Da Nang city budget.
According to preliminary statistics, nearly 6,000 cadres, civil servants, public employees and workers are eligible for support in this administrative unit rearrangement.
