After 7 years of implementing Resolution No. 18-NQ/TW, the streamlining of the organizational apparatus in Co To district has achieved many positive results. This is the premise for Co To to implement the next phase of streamlining the apparatus in accordance with the direction and guidance of the central government and the province.
Implementing Resolution No. 18-NQ/TW (October 25, 2017) of the 6th Central Conference, Session XII "Some issues on continuing to innovate and reorganize the political system to be streamlined and operate effectively and efficiently", Co To district has implemented synchronously, drastically, with focus and key points. Including reviewing and streamlining the organizational apparatus, streamlining the payroll, restructuring the staff of civil servants and public employees, and implementing unified streamlined focal points.
Up to now, the district has effectively maintained the model of unifying the positions of Secretary of the District Party Committee who is also Chairman of the District People's Committee; Deputy Secretary of the District Party Committee who is also Chairman of the People's Council; Vice Chairman of the District People's Council who is also Head of the District Party Committee's Propaganda Department; Head of the Provincial Party Committee's Mass Mobilization Department who is also Chairman of the Fatherland Front Committee. 13/13 villages and neighborhoods have unified the positions of Party cell secretary who is also head of the village or hamlet. After the arrangement and merger, the district has reduced 2 public service units, 3 schools, 11 deputy heads of the Party, mass organizations, and government; and reduced 9 civil servants, non-professional workers at the commune, village, and residential group levels.
According to the District Party Committee's Organizing Committee, the reorganization and streamlining of the apparatus in recent years has brought about positive signals. The apparatus has been increasingly streamlined, improving effectiveness and efficiency in performing tasks; the contingent of civil servants and public employees has improved their qualities, capacity, and prestige, equal to their tasks; ensuring the strengthening of the Party's comprehensive and direct leadership role over the government, the Fatherland Front, and socio-political organizations; improving the effectiveness and efficiency of state management, promoting the people's mastery; creating a clear change in the leadership capacity, fighting strength of grassroots party organizations, and the quality of party members and civil servants and public employees. Thereby, it has contributed significantly to helping Co To island district make a breakthrough, worthy of its important and strategic position, firmly preserving the sacred sovereignty of the sea and islands of the Fatherland, becoming a "green island district" in the northeastern outpost of the Fatherland; the people's trust in the Party and the government has been increasingly consolidated.
Entering the era of national development, reality requires continuing to carry out a revolution in the organization of the political system in the direction of being streamlined, strong, effective, efficient and effective; implementing the policy of the central government and the province, Co To district continues to arrange and streamline the organization of the political system in the new situation.
Comrade Nguyen Viet Dung, Secretary of the District Party Committee, Chairman of the People's Committee of Co To District, said: Streamlining the apparatus is a revolution with the spirit that Party committees, Party organizations, agencies, units, first of all, leaders and heads need to be exemplary, proactive, implement with the highest determination, and act decisively in the spirit of "Running while lining up", "The Central does not wait for the provincial level, the provincial level does not wait for the district level, the district level does not wait for the grassroots level". The district identifies the priority contents and tasks and coordinates smoothly in implementation, determined to complete the streamlining of the apparatus of the political system in accordance with the set goals, requirements and progress.
The district has conducted a review of the implementation of Resolution No. 18-NQ/TW, seriously and comprehensively assessing the situation and results achieved, advantages, disadvantages, limitations, obstacles, inadequacies, causes and lessons learned. From there, it proposed policies, tasks and solutions to continue to innovate, reorganize the apparatus of the political system to be streamlined, operate effectively and efficiently, associated with restructuring and improving the quality of the contingent of civil servants and public employees with sufficient qualities, capacity, and equal to the tasks in the new period.
The district has completed the plan to continue to arrange and streamline the organization of the district's political system, and plans to report to the province the plan to implement the arrangement in the direction of: Merging the District Party Committee's Mass Mobilization Committee and Propaganda Committee; establishing Party Committees of Party agencies, mass organizations, People's Councils, and Justice; ending the model of the General Staff Agency assisting the Vietnam Fatherland Front and socio-political organizations at the district level; ending the operation of the Department of Labor, Invalids and Social Affairs, transferring professional tasks to the Department of Home Affairs; ending the operation of the District Health Department, transferring tasks to the Office of the District People's Council and People's Committee.
In addition to the orientation and guidance of the central government and the province, the district boldly proposed to the province a plan to streamline a number of public service units that are operating ineffectively or not suitable to practical conditions, such as: Ending the operation of the Agricultural Technical Service Center, transferring tasks to the Public Service Management Board; ending the operation of the Urban Order and Environment Inspection Team, transferring tasks to the People's Committees of communes and towns; ending the operation of the Continuing Education Center, transferring functions to Co To High School and the District Political Center. At the same time, rearranging a number of party organizations: Transferring the Health Party Committee, Co To High School Party Cell, Social Policy Bank Party Cell, Forest Protection Department Party Cell, Social Insurance Party Cell, Treasury Party Cell, Civil Judgment Enforcement Party Cell from being directly under the District Party Committee to being directly under the Party Committee of the Government Bloc.
If this plan is approved, the district will continue to reduce 1 advisory agency to assist the District Party Committee; 9 party organizations (1 grassroots party committee, 8 grassroots party cells); 2 specialized departments, and 3 public service units.
Identifying that the arrangement of the apparatus related to personnel and people is a sensitive and complicated issue, affecting the thoughts and feelings of the staff, in the process of arranging the apparatus, the district implemented impartiality, objectivity, openness and transparency; did a good job of propaganda to create consensus from within the political system to society, determined to build a new apparatus entering the new term with many positive results.
