That is the information in the report of the Department of Industrial Safety Techniques and Environment (DAST) just sent to the Minister of Industry and Trade on the operation of hydroelectric reservoirs on June 15.
In addition to the 4 hydroelectric lakes near the dead water level above, there are many lakes with low water levels: Son La , Ban Chat, Tuyen Quang, Hua Na.
According to the report of the ATM Department, on June 15, the flow to reservoirs in the Northern region increased, while the North Central region, South Central Coast, Central Highlands, and Southeast regions fluctuated slightly. Meanwhile, the flow in some small river and stream basins in the Northern region of Lai Chau, Lao Cai, and Ha Giang provinces increased rapidly.

The above situation has helped the water level of hydropower reservoirs in the Northern region increase slightly; in the North Central and Southeast regions, the water level fluctuates slightly, remaining at a low level; in the South Central Coast and Central Highlands regions, the water level of reservoirs fluctuates slightly compared to yesterday, the water level is within the minimum water level range according to the regulations of the Operation Procedure.
The amount of water flowing into the reservoir is mainly to regulate the water flow to ensure minimum flow. Hydroelectric plants operate to generate electricity using the water flow. Plants in the Northern and North Central regions generate electricity at a moderate level with low water column and capacity to ensure safety for the generator during operation. It is difficult to meet the electricity generation requirements according to the reservoir operation process at this time.
Currently, some hydropower plants are generating electricity at a moderate level with low water column and capacity, including: Son La, Huoi Quang, Ban Chat, Thac Ba, Tuyen Quang, Hua Na, Trung Son, Thac Mo, Dong Nai 3.
In the Northern region, hydroelectric reservoirs have low water flow, increasing compared to yesterday, including: Lai Chau Lake: 344 m3/s; Son La Lake: 364 m3/s; Hoa Binh Lake: 404 m3/s; Thac Ba Lake: 150 m3/s; Tuyen Quang Lake: 320 m3/s; Ban Chat Lake: 479 m3/s.
Many lakes have exceeded the dead water level due to the increase in water levels compared to yesterday. These are:
- Lai Chau Lake: 274.78 m/265 m (lake water level/dead water level)
- Son La Lake: 177.17/175 m
- Hoa Binh Lake: 102.78/80m (minimum water level: 81.9 m)
- Thac Ba Lake: 46.09/46 m (minimum regulation: 46.5 m)
- Tuyen Quang Lake: 93.68/90m (minimum requirement: 90.7m)
- Ban Chat Lake: 433.85/431m.
In the remaining regions: North Central, Southeast, South Central Coast and Central Highlands, hydroelectric reservoirs have low inflows, fluctuating slightly compared to yesterday.
Hydrological forecast, water flow to lakes in the next 24 hours continues to increase slightly; water levels in lakes in the North, North Central, Central Highlands, and Southeast regions increase slowly, at low levels.
Thus, the water flow to hydroelectric reservoirs has increased slightly in recent days, but is still increasing slowly and at a low level, making power generation at many reservoirs still difficult.
