The path to breakthrough through science, technology, and innovation.

The former provinces of Bac Giang and Bac Ninh are known as one of the country's industrial "hubs" and have many high-quality agricultural regions. After the merger, thanks to new strengths and resources, along with central and provincial policies on science, technology, innovation, and digital transformation, Bac Ninh is making strong breakthroughs, aiming to become a national innovation center – where digital technology, high technology, and innovation form the foundation for rapid and sustainable development.

Since 2023, the former Bac Ninh province has issued the "Program for the Development of Science, Technology and Innovation for the period 2023-2025, with a vision to 2030," aiming to become a "high-tech city" by 2030. The province identifies science, technology, and innovation as a "strategic pillar" for developing key industries, supporting industries, and processing and manufacturing, while simultaneously restructuring the economy towards modernization. Bac Giang province has also early on identified science and technology as the main driving force for development; focusing resources and advantages to make the province a modern industrial hub in the region; striving to establish an innovation center by 2030.

Key pillar, clear strategy

The determination to develop based on science, technology, innovation, and digital transformation has been elevated to a new level with the issuance of Resolution No. 57 dated December 22, 2024, by the Politburo , in the context of administrative unit reorganization and the merger of two provinces. This is a strategic "boost," opening up vast development opportunities and creating a new springboard for Bac Ninh to leverage its potential, room for growth, and competitive advantages.

Recognizing this as a crucial pillar and the main driving force for rapid growth and sustainable development, Bac Ninh has implemented a comprehensive, decisive, and unified approach throughout its political system. As the Standing Agency of the Provincial Steering Committee on Science, Technology, Innovation, Digital Transformation, and Project 06, the Department of Science and Technology has proactively coordinated with relevant departments, agencies, and units, as well as communes and wards, to synthesize and evaluate practical experiences, providing a basis for advising on the issuance of comprehensive and effective policies and solutions.

According to Comrade Nguyen Van Dung, Director of the Department of Science and Technology and Deputy Head of the Provincial Steering Committee, Bac Ninh has strengthened the steering committee from the provincial to the grassroots level, with the head of the Party committee and government serving as the chairman; established support teams and specialized working groups to actively ensure continuity and smooth operation throughout the entire system. In 2025, the province allocated 885 billion VND from the budget, equivalent to more than 3% of the total recurrent expenditure, ensuring sufficient resources to gradually realize Resolution 57.

The emulation movement "Leveraging the combined strength of the entire political system and all strata of the people to successfully implement the revolution in science, technology, innovation, and digital transformation in Bac Ninh province" has surged strongly. Cadres, Party members, Youth Union members, and young people have become pioneering and exemplary forces participating. The "Digital Literacy Movement" has flourished throughout the wards and communes. Many models of "Digital Residential Areas" and "Digital Exemplary Villages" have been formed and are proving effective.

Notably, digital transformation, coupled with administrative reform and a people- and business-centric approach, has become a crucial revolution in the operation of the two-tiered local government system. Bac Ninh proactively signed cooperation agreements with Viettel Group, FPT, Samsung, and many major schools… to develop science, technology, the digital economy, smart cities, and to link training of high-quality human resources, forming a regional electronics and semiconductor manufacturing center.

Driving growth and affirming Bac Ninh's position.

Thanks to its steadfast development path with a systematic and decisive approach, Bac Ninh has quickly reaped the rewards after its first year of implementing Resolution 57. Many indicators, models, and areas of activity have been highly rated, ranking among the leading provinces nationwide. The province ranks second nationwide in the rate of timely completion of 167 tasks assigned by the Central Government. The Provincial Innovation Index (PII) increased by 5 ranks, ranking 6th out of 34 provinces and cities. Bac Ninh was honored at Techfest Vietnam 2025 for its positive contributions to building and developing the national innovative startup ecosystem. Digital transformation has been accelerated. The province maintains its leading position nationwide in the set of indicators for serving citizens and businesses. The 5G coverage rate has exceeded the set target; there are no longer any villages or residential areas with "out of signal".

By 2025, Bac Ninh will lead the country in the set of indicators for serving citizens and businesses; ranking second in the rate of on-time completion of 167 tasks assigned by the Central Government. Digital transformation will meet the requirements of effective and efficient operation of the two-tiered local government. The digital economy will become dominant in GRDP, accounting for over 40%, the highest in the country.

Of particular interest is the increasing integration of science, technology, innovation, and digital transformation into key economic sectors, from high-tech industries and smart agriculture to the digital economy, driving the development of modern cities. Currently, Bac Ninh has become an attractive destination for many large domestic and international corporations. The information technology industry holds a leading position in terms of the number of businesses, hardware revenue, software export turnover, pre-tax profit, and workforce. The province has successfully completed its investment attraction project for a concentrated information technology zone, establishing a High-Performance Computing Center.

Towards becoming the innovation hub of Northern Vietnam.

The first Party Congress of Bac Ninh province after the merger, held in September 2025, continued to affirm the viewpoint of "taking science, technology, innovation, and digital transformation as the top priority breakthroughs and the main driving force to bring Bac Ninh to a breakthrough development and prosperity in the new era," clearly defining the goals and solutions to realize this aspiration.

Bac Ninh is undergoing a strong transformation through breakthroughs in science, technology, and innovation, promoting the development of high-tech, safe, and sustainable agriculture and industry. The immediate goal is to become the innovation center of Northern Vietnam. However, the path to rapid and sustainable development has never been easy and must overcome challenges. According to the Director of the Department of Science and Technology, Nguyen Van Dung, the unit will continue to advise on a shift from the "start-up - establishment" phase to "in-depth implementation - creating tangible results." Besides raising awareness and continuing to innovate thinking about this key task, the province will review and integrate the development plan for science, technology, innovation, and digital transformation into its own plans and strategies; and increase investment and improve infrastructure. Focus on developing high-quality human resources, attracting talent, and promoting comprehensive innovation across all five pillars: technological innovation, technological improvement, technological creativity, innovative entrepreneurship, and a culture of innovation.
