How safe is the capsized ship in Ha Long Bay?

Mr. Bui Hong Minh said that the ship Vinh Xanh 58, registration number QN-7105, steel hull material; designed length 20.8 m, largest length is 24.04 m; designed width 5.91 m, largest width is 6 m; side height 1.7 m, draft 1.2 m. The ship is used as a tourist ship. The number of people allowed to carry is 48 passengers.

The Green Bay 58 vessel was granted a certificate of technical safety and environmental protection for inland waterway vessels by the Department of Transport of Quang Ninh province (formerly). The vessel owner is Mr. Doan Van Trinh (area 3A, Ha An ward, old Quang Yen town, Quang Ninh province). This vessel is certified for the VR-SI operating area.

The ship was last inspected on January 10, 2025 at the Inland Waterway Vehicle Inspection Station, former Quang Ninh Department of Transport. The ship's inspection expires on February 4, 2026. Thus, when the accident occurred, the ship was still within the inspection period.

This vessel was insured by the owner for river vessels, coastal vessels, civil liability insurance and crew accident insurance on April 8, 2025 (insurance period from 7:00 a.m. on April 14, 2025 to 6:59 a.m. on April 14, 2026).

Regarding technical safety standards for boats operating in Ha Long Bay, Mr. Bui Hong Minh said that Resolution 4088 of the Provincial People's Committee has regulations on these contents, ensuring safety higher than the inspection standards. Decision 43 of the Provincial People's Committee on the management of tourist boats also encourages 15 criteria on safety and quality of tourist boats, higher than national standards.

Currently, 100% of the cruise ships in Ha Long Bay have a safety quality that is higher than the prescribed standards. In particular, the ship Vinh Xanh 58 meets the safety and stability coefficient standard of 2.3 (while the inspection standard is more than 1).

Regarding whether tourists are required to wear life jackets, Mr. Minh said that according to current regulations, only passengers on river transport vehicles are required to wear life jackets throughout the journey. As for other regular vehicles, life jackets must only be worn when there is a risk of safety, according to the captain's instructions.

“In the Green Bay 58 ship capsized accident, nearly 90% of the victims were found wearing life jackets. That means the captain had previously warned the passengers to wear life jackets and be ready to respond to incidents,” Mr. Minh added.

“The licensing of vehicles operating at sea is carried out according to regulations. In this case, the conditions that need to be ensured include the technical safety and environmental protection of the vehicle; certificates and conditions required for crew members, and weather conditions,” Mr. Bui Hong Minh shared, adding that the functional unit bases on weather forecast information from the National Center for Hydro-Meteorological Forecasting. For many years, the Department of Construction of Quang Ninh province has directed port authorities to have separate contracts with the National Center for Hydro-Meteorological Forecasting, with 3 bulletins/day, based on which there are directions for management and licensing of departure for ships accordingly.

Specifically, on July 19, the weather forecast updated at 6:30 and 10:00 both reported that Ha Long Bay had level 2 and level 3 gusts of wind, with no further warnings. At 1:30 p.m., the forecast added a warning of thunderstorms, while the ship Vinh Xanh 58 departed at 12:45 p.m.

Upon receiving information about the storm in the supplementary bulletin, the port authority announced the suspension of licensing for all tourist vessels, and at the same time informed the group of ship owners so that they could be proactive in dealing with bad situations.

Vehicles are urgently searching for missing victims on the afternoon of July 20.

As of the evening of July 19, some coastal vessels continued to operate, because at 3 p.m., the National Center for Hydro-Meteorological Forecasting reported that the weather had returned to normal. Therefore, according to current regulations, operating near the shore does not affect or pose a risk to tourists.

After receiving instructions from the Central Government, official dispatches from the Waterway Port Authority and the Inland Waterway Vehicle Registration Authority, Quang Ninh province has temporarily suspended granting permits to leave ports and wharves for passenger transport vehicles in the area.

In addition, regulations on warning procedures and instructions for ships to handle unusual weather phenomena are regularly implemented to ensure safety.

“We will take into account comments and review the process to provide more specific instructions in each situation, so that captains can be more proactive and not confused in implementing the process and instructions,” said the Deputy Director of the Department of Construction.
