Police and schools join hands to fight school violence

On November 1, 2025, the Hanoi People's Committee issued Plan No. 296 on strengthening crime prevention measures when implementing the 2-level local government model. Currently, the models "Peaceful School Gate", "Police Semester", the accompaniment of the police force with the education sector are contributing to building a safe and humane school environment, where students are protected and mature.

Ensuring school security from the smallest things

Implementing the coordination regulations between Hanoi City Police and Hanoi Department of Education and Training, right from the beginning of the 2025-2026 school year, Noi Bai Commune Police proactively developed a plan to ensure school security associated with the task of educating students in ethics and lifestyle.

The interdisciplinary working group conducted a comprehensive inspection of 8 educational institutions in the area (1 vocational school, 2 high schools and 5 middle schools) with nearly 5,000 students. The inspection activities focused on managing students entering and leaving the school, preventing the carrying of dangerous objects, electronic cigarettes, stimulants, and controlling the school gate area and surrounding shops to prevent gatherings and disturbing public order.

A representative of Noi Bai Commune Police said: “This is a practical activity that contributes to building a safe - healthy - friendly - positive educational environment. It is not only a measure to prevent violations, but also an opportunity to educate and train students in legal awareness.”

Minh Anh, a 10th grade student at Phu Minh Secondary School, shared: “We see that the cooperation between the police and the school helps make the learning environment safer. In the past, there were some clashes that made us worried, but now thanks to the propaganda sessions and the presence of the police, we know how to protect ourselves and respect our friends more.”

Associate Professor Dr. Tran Thanh Nam, a psychologist and member of the Vietnam Association of Educational Psychology, commented: “Coordination between the police and schools is necessary, but more importantly, the implementation must be educational. When students understand that the police's presence and inspection is to protect them, they will cooperate and be more proactive in keeping themselves safe.” He emphasized that school security is only truly sustainable when students are self-aware and proactive in participating in maintaining safety, instead of just being the objects of supervision.

Research and deploy the model "Police Semester"

At the same time, the Ministry of Education and Training is also implementing a series of programs to strengthen political, ethical and legal education for students. At the Conference to disseminate, disseminate and implement political education for students in 2025, the Ministry of Education and Training clearly stated that legal education cannot stop at theory but must go into real life.

Mr. Nguyen Nhu Ha - Deputy Director of the Department of Legal Affairs, Ministry of Education and Training said: "Legal education in schools needs to be restructured towards developing practical capacity, helping students understand, apply and live according to the law, not just memorizing provisions".

Mr. Ha proposed modernizing teaching methods: using role-playing games, online mock trials, applying virtual reality (VR) and augmented reality (AR) technology to simulate vivid legal situations. At the same time, integrating artificial intelligence (AI) in teaching and assessing practical capacity and law-abiding attitudes.

Sharing the topic "Work to ensure social order and safety, fight against crimes and law violations among students", Senior Lieutenant Colonel Lam Tien Dung, officer of the Department of Prevention and Investigation of Human Trafficking Crimes, Criminal Police Department, Ministry of Public Security said that in the context of many complicated developments in society, the work of preventing, detecting and handling violations in the school environment needs to be carried out proactively, comprehensively and synchronously.

According to Lieutenant Colonel Dung, strengthening coordination between the Ministry of Public Security, the Ministry of Education and Training, localities, organizations and families is an urgent requirement to form a mechanism to protect, prevent, combat and effectively handle violations of the law related to students. This close coordination will help detect and prevent early risks of violence, abuse and social evils infiltrating schools.

At the same time, Lieutenant Colonel Lam Tien Dung proposed researching and implementing the "Police Semester" model, where students can study and gain practical experience to equip themselves with legal knowledge, self-protection skills and awareness of preventing violations.

Mr. Hoang Duc Minh - Head of the Department of Students (Ministry of Education and Training) emphasized that in the context of social networks and complex social impacts, it is necessary to strengthen the connection between school - family - society, because only when these three environments work together, students will be protected and educated comprehensively. Along with soft measures, the education sector needs to have clear deterrent and disciplinary measures, publicize violations to learn from experience, and not hide violations for the sake of achievements.
