Announcing the criteria for a "Happy Thu Duc Ward"

On the afternoon of May 19th, in Ho Chi Minh City, the People's Committee of Thu Duc Ward, in coordination with the Ho Chi Minh City Institute for Development Research, organized a conference to announce the criteria for a "Happy Thu Duc Ward" and the results of the first survey phase in 2026.

The criteria for a "Happy Thu Duc Ward" were developed by the Thu Duc Ward People's Committee in collaboration with the Ho Chi Minh City Institute for Development Research in March of this year.

With the perspective of "putting the people at the center, as the subject and goal of development," the 2026 "Happy Thu Duc Ward" survey aims to measure the level of happiness of the people through specific aspects of life; identify existing problems in local governance; build a database to serve administration, policy planning, and improve the quality of life for the people.

Through a comprehensive review process, applying happiness measurement scales from cities both domestically and internationally, combined with field surveys, organizing professional seminars to solicit opinions from experts and 52 neighborhoods, and undergoing numerous professional exchanges, the official set of criteria comprises 3 dimensions - 10 criteria - 50 indicators.

Dr. Nguyen Thi Hau, Secretary General of the Ho Chi Minh City Historical Science Association, delivered a speech at the conference.

It comprises three dimensions: material, spiritual, and cognitive; 10 criteria reflecting essential aspects of life; and 50 specific measurement indicators closely aligned with people's daily living experiences.

The results of the first survey (surveying 6,000 residents) show that people in Thu Duc are not only concerned with material economics or infrastructure, but are increasingly placing higher expectations on quality of life, a sense of security, ethical governance, and the ability to be heard in their daily urban lives.

Ms. Tran Thi Hong Thuy, Vice Chairwoman of the People's Committee of Thu Duc Ward, said that in addition to positive results, the survey also revealed many issues that people are still concerned about and hope to see improved significantly in the future. “We believe that the greatest value of this survey lies not in the numbers, but in the fact that the locality has heard the true voices of the people. And having listened, the government has a responsibility to act,” Ms. Tran Thi Hong Thuy stated.

According to Ms. Tran Thi Hong Thuy, in the coming period, Thu Duc ward aims to: improve the quality of urban living environment, increase the percentage of people participating in regular cultural and sports activities, expand community living spaces, increase people's satisfaction with public services, and build a digital government that is closer to the people and serves more effectively.

"Most importantly, we aspire to gradually build the image of Thu Duc ward as a civilized, modern, compassionate, and livable locality, where people feel proud and want to stay for the long term," added Ms. Tran Thi Hong Thuy.
