Announcement of Resolution on ending the operation of Vietnam National Assembly Television

The National Assembly Standing Committee resolved to end the operation of Vietnam National Assembly Television from January 15, 2025 to transfer functions and tasks from Vietnam National Assembly Television to Vietnam Television Station.

On the afternoon of January 7, at the National Assembly House, the National Assembly Standing Committee held a ceremony to announce two Resolutions of the National Assembly Standing Committee on ending the activities of the Institute for Legislative Studies and Vietnam National Assembly Television.

Vice Chairwoman of the National Assembly Nguyen Thi Thanh chaired the ceremony.

In Resolution No. 63/2025/UBTVQH15, the National Assembly Standing Committee resolved to end the operation of the Institute for Legislative Studies under the National Assembly Standing Committee from January 15, 2025; transfer the functions and tasks of scientific research, scientific management, provision of scientific information and the Legislative Studies Journal to the Council of Nationalities, the National Assembly Committees and the National Assembly Office in accordance with the functions, tasks and scope of the fields under their charge.

The Standing Committee of the National Assembly assigns the Office of the National Assembly to receive all civil servant and public employee files, receive and manage all assets, documents, seals, and accounts of the Institute for Legislative Studies, including financial, accounting, and settlement work carried out in accordance with the provisions of law. Scientific research tasks and research topics are reserved until a receiving agency is available.

The Office of the National Assembly is responsible for continuing to handle the tasks assigned to the Institute of Legislative Studies as the standing body of the Scientific Council of the National Assembly Standing Committee, the agency in charge of editing books and national scientific seminars commemorating the 80th anniversary of the National Assembly of Vietnam, and tasks related to the termination of the Institute of Legislative Studies' operations, ensuring that work is not interrupted.

In Resolution No. 64/2025/UBTVQH15, the National Assembly Standing Committee resolved to end the operation of Vietnam National Assembly Television from January 15, 2025 to transfer the functions and tasks from Vietnam National Assembly Television to Vietnam Television. The National Assembly Office continues to maintain the operation of the National Assembly Electronic Information Portal.

The Office of the National Assembly and Vietnam Television review, research, agree and report to competent authorities to hand over functions, tasks, facilities and personnel from Vietnam National Assembly Television to Vietnam Television.

The Office of the National Assembly shall preside over and coordinate with the Standing Committee of the Nationalities Council, the Committees of the National Assembly, and the Heads of the Committees of the National Assembly Standing Committee to continue arranging and resolving the regimes and policies for officials and employees of the Vietnam National Assembly Television (the number not transferred to Vietnam Television) in accordance with regulations.

Both of the above Resolutions come into effect from January 7, 2025.

At the ceremony, Director of the Institute for Legislative Studies Nguyen Van Hien and General Director of Vietnam National Assembly Television Le Quang Minh affirmed their absolute compliance with the direction and arrangement as required by the Central Steering Committee on summarizing Resolution No. 18-NQ/TW on continuing to innovate and reorganize the apparatus of the political system to be streamlined, operate effectively and efficiently, and comply with the contents stated in the Resolution of the National Assembly Standing Committee; expressing their hope that the new arrangement plan will inherit the achievements that have been achieved, further promoting the roles, functions and tasks of the two units.

Speaking at the announcement ceremony, Vice Chairwoman of the National Assembly Nguyen Thi Thanh stated that recently, the Politburo issued Conclusion No. 111 KL/TW on the merger, termination of operations, and transfer of functions and tasks of a number of agencies of the National Assembly and the Office of the National Assembly, in which it highly appreciated the National Assembly Party Delegation as an exemplary agency, taking the lead in implementing the Central Resolution's policy on restructuring and streamlining the apparatus.

The Vice Chairman of the National Assembly said that the National Assembly Standing Committee acknowledged the contributions of the collective leadership, civil servants, public employees, and workers of the Institute for Legislative Studies and Television of the Vietnam National Assembly in the past time; at the same time, he emphasized that the arrangement must not be interrupted, there must be no situation of poor task performance, even better, and there must be a consensus in order to be clear in thought./.
