Attending the conference were Deputy Prime Minister Tran Hong Ha; Minister of Culture, Sports and Tourism Nguyen Van Hung; Deputy Minister of Planning and Investment Tran Quoc Phuong and representatives of leaders of several central ministries and branches and leaders of Dien Bien province.
The planning of Dien Bien province for the period 2021 - 2030, with a vision to 2050, was approved by the Prime Minister in Decision No. 109/QD-TTg dated January 27, 2024. The planning scope includes the entire natural area of Dien Bien province with a scale of about 9,539.92 km2, including 10 administrative units: Dien Bien Phu city, Muong Lay town, Muong Nhe district, Muong Cha district, Tua Chua district, Tuan Giao district, Muong Ang district, Dien Bien district, Dien Bien Dong district and Nam Po district.
The plan aims to strive by 2030 for Dien Bien to become a fairly developed province in the midland and mountainous region of the North; focusing on developing advantageous agricultural products according to key product groups. Developing tourism into a spearhead economic sector of the province, based on 3 main pillars and 4 driving axes - 3 economic regions - 4 growth poles:
Expectations... regional and international connectivity and the uniqueness of Dien Bien
Speaking at the conference, Deputy Prime Minister Tran Hong Ha affirmed that the Planning of Dien Bien province for the period 2021 - 2030, with a vision to 2050, approved and announced by the Prime Minister today, plays a particularly important role and significance for the development of the province, is the vision, viewpoint, goal, and long-term development orientation; attracting investment, maximizing the potential and strengths of Dien Bien province.
Dien Bien has a particularly important economic and geographical strategic position, being the fence of the Fatherland with over 455 km of border, connecting with the two countries of Laos and China. The province has resources, land, minerals, large resources for developing hydroelectric power, wind power and beautiful, wild and majestic natural scenery... This is an advantage for Dien Bien to develop green tourism economy, eco-tourism production. Developing forestry economy and carbon credit in the coming time. Dien Bien is a land of heroic history, revolutionary history with the Dien Bien Phu victory "famous in five continents, shaking the world" culture, diverse with 19 ethnic groups. That fully converges the potential, advantages and outstanding opportunities, different in socio-economics.
Deputy Prime Minister Tran Hong Ha suggested that, first of all, Dien Bien needs to prioritize and focus resources to invest in important infrastructure projects for regional and international connectivity. It is necessary to pay attention to connecting and promoting the advantages of Dien Bien's development areas in terms of transport infrastructure, energy infrastructure, digital infrastructure, education, healthcare and cultural facilities. In order to attract investment, especially key and key investment projects with motivation for the socio-economic development tasks set out in the coming time; regional planning, connecting Son La, Lai Chau with Dien Bien; connecting Tay Trang international border gate, connecting with Laos; connecting with A Pa Chai border gate connecting with China... Promoting Dien Bien's advantages to develop green energy, clean energy economy, digital transformation to promote tourism.
In particular, Dien Bien needs to promote its cultural advantages, its extremely beautiful and pristine natural landscape tourism... it needs to attract large investors in tourism to create unique tourism products for Dien Bien; the road of heritage, the road of culture... Dien Bien needs to have policies to attract ideas to build a smart, safe city in harmony with nature. After this planning, Dien Bien must focus on implementing many detailed plans, creative ideas... Development roadmap of Dien Bien in the coming time
At the Conference, Secretary of Dien Bien Provincial Party Committee Tran Quoc Cuong proposed a number of goals to build Dien Bien province in the coming time: That is, all levels, sectors, agencies and units in the province need to focus on implementing a number of contents to continue promoting propaganda, disseminating deeply and widely the basic and core contents of the planning to all levels, sectors, business communities, and people of all walks of life, in order to create unity and consensus in awareness and development aspirations. The Provincial Party Committee's Propaganda Department presides over and coordinates with the Department of Information and Communications to direct and orient news agencies, newspapers and media to increase the time, open columns and news pages, innovate content and methods of information transmission, and propagate the basic contents of the planning to the general public.
Based on the approved content of the Dien Bien Provincial Planning and the direction of Deputy Prime Minister Tran Hong Ha, the Provincial People's Committee urgently organized the development of a Plan to implement the planning to ensure quality, specifying the main goals, tasks and solutions suitable to practical conditions.
Urgently review and adjust specialized planning, especially planning on land, construction, and resources. Pay attention to using resources economically and effectively. Focus on implementing administrative reform well, improving the investment environment, supporting businesses, creating a favorable environment for calling for and attracting investment, and mobilizing resources to implement planning.
