Attending the ceremony for the Prime Minister's Decision were Professor Chau Van Minh, Member of the Central Committee of the Communist Party of Vietnam, Secretary of the Party Committee, and President of the Vietnam Academy of Science and Technology; Minister of Science and Technology Nguyen Manh Hung; along with members of the Standing Committee and Executive Committee of the Academy's Party Committee, leaders of affiliated units of the Academy, and representatives of agencies of the Ministry of Science and Technology.
Professor Chau Van Minh presented the appointment decision to Associate Professor Bui The Duy, alternate member of the Central Committee of the Communist Party of Vietnam and Deputy Minister of Science and Technology, appointing him as Vice President of the Vietnam Academy of Science and Technology.
On behalf of the Prime Minister , Professor Chau Van Minh presented the appointment decision and congratulated Associate Professor Bui The Duy on assuming his new responsibilities. The President of the Academy emphasized that this is a significant event for the Academy in the context of increasingly high demands on science, technology, and innovation, requiring a closer connection between state management and scientific research activities.
Professor Chau Van Minh, President of the Academy, affirmed that Comrade Bui The Duy is a familiar leader of the Academy through years of collaborative work while holding leadership positions at the Ministry of Science and Technology. With a solid educational background, graduating with a degree in Computer Science from Australia, defending his doctoral thesis in the Netherlands, and being appointed Associate Professor at an early age, Comrade Bui The Duy is a scientist and administrator who has matured through practical teaching, research, and management experience.
During his career, he has held many important positions, such as Head of the Faculty of Information Technology (University of Technology – Vietnam National University, Hanoi), Director of the Vietnam Youth Academy, Chief of Office and Deputy Minister of Science and Technology from 2018 to the present. With that wealth of experience, the President of the Academy of Science and Technology is confident that Comrade Bui The Duy, together with the leadership team of the Academy, will focus on directing and successfully implementing key tasks, especially the Development Strategy of the Vietnam Academy of Science and Technology to 2030, with a vision to 2045, as well as major tasks assigned by the Politburo and the Government.

Commitment to translating policy into practical research.
In his acceptance speech, Associate Professor Dr. Bui The Duy expressed his honor and emotion at being entrusted by the Prime Minister with the position of Vice President of the Vietnam Academy of Science and Technology. Associate Professor Dr. Bui The Duy stated that the transition from state management to directly participating in the management and operation of research units is an opportunity to apply the experience accumulated during his time at the Ministry of Science and Technology to scientific practice.
Associate Professor Bui The Duy emphasized that the Academy is a leading research center in Vietnam, home to a team of highly qualified and dedicated scientists. In his new role, he pledged to work with the Academy's leadership to develop and implement a development strategy for the coming period, gradually transforming the Academy into a strong research center in the region and the world. At the same time, Associate Professor Bui The Duy expressed his desire to see the Academy as a place to "bring policies to life," testing and realizing the innovative mechanisms and policies on science, technology, and innovation that have recently been issued.
Associate Professor Bui The Duy also expressed his deep gratitude to the generations of leaders of the Ministry of Science and Technology, especially Minister Nguyen Manh Hung, and the entire staff and officials of the Ministry who have accompanied and supported him throughout his 11 years of service, including nearly 8 years as Deputy Minister. He affirmed that he will quickly adapt to his new job, be open to learning from the research staff and leaders of the Institute's units, and strive to successfully complete the assigned tasks.

Speaking at the ceremony, Minister of Science and Technology Nguyen Manh Hung emphasized that the transfer and appointment of Associate Professor Dr. Bui The Duy to the position of Vice Chairman and Deputy Secretary of the Party Committee of the Academy of Sciences is an event of significant importance not only for Dr. Bui The Duy personally, but also for the science, technology and innovation ecosystem.
According to the Minister, Comrade Bui The Duy is a well-trained official, both domestically and internationally, with deep professional expertise, strategic thinking, and many significant contributions to the development of science and technology policies, especially in the implementation of Resolution No. 57 of the Central Committee on breakthroughs in the development of national science, technology, innovation and digital transformation.
Minister Nguyen Manh Hung emphasized that, in the context of science, technology, innovation, and digital transformation being identified as the central driving force of national development, the Vietnam Academy of Science and Technology plays a leading role in basic research, technology development, and policy consulting. The strengthening of leadership with experience in state management from the Ministry to the Academy reflects the policy of closely linking policy formulation and implementation, ensuring that "the Academy and the Ministry are truly one entity."
Expressing confidence in the capabilities and sense of responsibility of Associate Professor Dr. Bui The Duy, the Minister hoped that, in his new position, he would work with the leadership team of the Academy to create new advancements in the quality of scientific research and technological development, contributing to making science, technology, and innovation a key driving force for Vietnam to rise to become a developed, high-income country in the new era.
