Due to the impact of storm No. 10 and storm circulation, heavy rain occurred in Cam Thach commune on September 30, 2025, causing landslides in Chieng Chanh and Canh En villages and landslides in Binh Yen village, specifically as follows:
- In Chieng Chanh village: The landslide caused 01 house to collapse (01 household/05 people), 01 house to be completely buried (01 household/05 people), 03 houses were partially damaged, 07 houses were flooded with 50 - 70 cm thick soil; immediately after the incident occurred, the local authorities organized the relocation/evacuation of 34 households/141 people at risk of being affected to a safe place.
- In Canh En village: A part of the hill has collapsed, with a risk of the entire hill collapsing (about 2 hectares, 50 m high), posing a risk of affecting the lives and property of 13 households/55 people; immediately after the incident occurred, the local authorities organized the relocation/evacuation of households to a safe place. - In Binh Yen village: A landslide appeared on a low hillside with a length of about 80 m, 30 - 50 cm wide, the base of the landslide was close to the walls of households' houses; posing a risk of affecting the lives and property of 09 households/42 people.
The landslide situation in the above mentioned areas tends to continue to develop in a complex and unpredictable manner, especially when heavy rain occurs. The Chairman of the Provincial People's Committee announced a landslide emergency situation in the villages of Chieng Chanh, Canh En and Binh Yen (Cam Thach commune) with the following measures to ensure the safety of people and property:
Measures to be taken immediately to ensure safety of people and property
1. Assignment to Cam Thach Commune People's Committee:
- Continue to implement necessary measures to ensure the safety of people and property of households living in areas at risk of landslides. Organize regular, close monitoring of landslide developments and promptly report to competent authorities when dangerous situations occur. Implement barriers, put up warning signs within the landslide area and inform and propagate to people and units in the area to proactively prevent; absolutely do not allow people to enter dangerous areas, especially when there is rain or flood.
- Urgently develop, approve and implement response plans in accordance with regulations, ensuring safety for people and property according to the "4 on-site" motto, in which it is necessary to proactively relocate/evacuate households to safe places, ensure essential necessities for people at evacuation sites, not let households return without ensuring safety, especially when there is rain or flood, absolutely do not let human casualties occur due to carelessness and subjectivity; implement appropriate reinforcement measures to limit the impact of landslides.
2. Assign the Department of Agriculture and Environment, Department of Construction, Department of Health, according to their functions, tasks and authority, to closely coordinate, guide and support the People's Committee of Cam Thach commune to perform the tasks in Clause 1 of this Article upon receiving the request.
3. Thanh Hoa Newspaper and Radio - Television Station are responsible for informing and warning about the above emergency situation so that people know and proactively take precautions.
Remedial measures to ensure long-term safety
1. Assignment to Cam Thach Commune People's Committee:
a) Carefully review and assess the current population status and the risk of landslides in the villages of Chieng Chanh, Canh En and Binh Yen; on that basis, determine and develop a suitable plan for resettlement and settlement of the population (number of households that need to be relocated and settled in the following forms: Concentrated resettlement, interspersed resettlement, on-site settlement; estimated budget; proposed recommendations...). For the case of concentrated resettlement (if any): (1) Must search for and determine the location to build a new resettlement area for households affected by the above-mentioned landslides; in which it is noted that the location of the new resettlement area must be suitable to the wishes and meet the necessary needs of households, ensure safety against natural disasters and meet basic requirements according to the provisions of the law on land, planning and related laws to be able to implement procedures and promptly construct, complete, and bring people to new residences as soon as possible (striving for 2025); (2) Prepare a dossier proposing investment in the construction project (applicable to both on-site stabilization cases (if any) of the new resettlement area, including: Scale, area, main items, design solutions, preliminary total investment... ensuring compliance with the provisions of law.
b) Complete the dossier of the plan for resettlement and settlement of residents according to the requirements at Point a of this Clause and send it to the Department of Construction and the Department of Agriculture and Environment for consideration, specific guidance and written agreement.
c) Complete the tasks at Point a and Point b of this Clause; proactively deploy procedures and processes according to authority and capacity to implement the plan for resettlement and settlement of residents in accordance with the provisions of law; report to the Chairman of the Provincial People's Committee on matters beyond authority (if any) through the Department of Finance.
2. Assign the Department of Agriculture and Environment and the Department of Construction, according to their assigned functions and tasks, within 20 days from the date of receiving the dossier and request of the People's Committee of Cam Thach commune, to complete the following tasks: (1) Research and provide specific instructions to the People's Committee of Cam Thach commune to complete the dossier of the plan for resettlement and settlement of residents, ensuring compliance with the provisions of law, requirements in Clause 1 of this Article and the actual situation (if necessary, a field inspection can be conducted); (2) Issue a document agreeing on the dossier of the plan for resettlement and settlement of residents of the People's Committee of Cam Thach commune (after completing it according to the unit's instructions, meeting the conditions and in accordance with the regulations).
3. Assign the Department of Finance to preside over and coordinate with relevant units to study the dossier of the plan for resettlement and settlement of residents of Cam Thach Commune People's Committee (if a request is received); based on current legal regulations and actual situation, provide advice and propose to report to the Chairman of the Provincial People's Committee no later than 20 days after receiving the request of the unit.
