Natural disasters have caused damage to transportation infrastructure at the following locations: Km23+918 (culvert); Km378+130 (Dak Po To bridge) on the Truong Son East road section passing through Da Nang city and Gia Lai province, posing a direct threat to the safety of people and vehicles participating in road traffic.
The period during which the Vietnam Road Administration will review and specifically identify damage to the transportation infrastructure under its management and issue an emergency construction order to remedy the consequences of the natural disaster is determined to be from November 6, 2025 to November 7, 2025.
Emergency measures applied to respond to and mitigate the consequences of natural disasters: Agencies and units, according to their assigned functions and tasks, shall carry out activities to mitigate the consequences of natural disasters as stipulated in Chapter 4 of Circular No. 40/2024/TT-BGTVT dated November 15, 2024, issued by the Minister of Transport (now the Minister of Construction ) on the work of preventing, combating, and mitigating the consequences of natural disasters in the road sector.
According to the decision declaring a state of emergency due to natural disasters to address damage to transportation infrastructure, the Ministry of Construction requested the Vietnam Road Administration and Road Management Area 3, within their respective scopes and responsibilities, to implement activities to mitigate the consequences of the natural disaster; including reviewing and specifically determining the extent of damage to road infrastructure caused by the natural disaster, proposing repair solutions, and issuing emergency construction orders to address the consequences of the natural disaster in accordance with the law.
Upon completion of emergency construction projects and disaster relief efforts under the aforementioned emergency situation, the Vietnam Road Administration shall report to the Ministry of Construction for consideration and declaration of the end of the emergency situation.
The Director of the Vietnam Road Administration and the Director of Road Management Area 3 are responsible to the Minister of Construction and to the law for the reports on damage and deterioration of transport infrastructure at the following locations: Km23+918 (culvert); Km378+130 (Dak Po To bridge) on the Truong Son East road section passing through Da Nang city and Gia Lai province due to the impact of typhoon No. 13 and its aftermath from November 6, 2025 to November 7, 2025.
The Department of Transport and Traffic Safety (Ministry of Construction) is responsible for urging and directing agencies and units in implementing measures to mitigate the consequences of natural disasters on road transport infrastructure.
