
On December 8, the Ministry of Construction announced that it had issued a decision to declare a natural disaster emergency to repair damage to the transport infrastructure on the Hanoi-Ho Chi Minh City railway line, passing through the provinces of Gia Lai, Dak Lak, Khanh Hoa and Lam Dong under the management of the Vietnam Railway Corporation due to the impact of storm No. 13 and heavy rain and floods caused by the storm from November 6 to 22.
According to Deputy Minister of Construction Nguyen Danh Huy, from November 6 to 22, heavy rains, floods, and landslides occurred over a large area in the above area, causing severe damage to railway infrastructure at Km1123+600 - Km1139+100, Km1204+200 - Km1219+742, Km1337+900 - Km1339+850 on the Hanoi-Ho Chi Minh City railway line under the management of Vietnam Railway Corporation , posing a direct threat to train safety and the lives of people and vehicles participating in railway traffic.
This is the basis for competent authorities to review and specifically determine damage to railway infrastructure within their assigned management scope and issue an Order to build emergency works to overcome the consequences of natural disasters. Based on the assigned functions and tasks, the Ministry of Construction assigns tasks to relevant agencies, units and individuals in handling the above natural disaster emergency situation.

Specifically, the Ministry of Construction authorized the Director of Vietnam Railways to review and issue an Order to urgently construct works to repair damage to traffic infrastructure at the above locations on the Hanoi - Ho Chi Minh City railway line caused by natural disasters according to the provisions of law; take full responsibility before the Minister of Construction and before the law for his decisions.
The leaders of the Ministry of Construction also requested the Vietnam Railway Authority and the Vietnam Railway Corporation to implement disaster recovery activities within their scope and responsibilities. These include reviewing and determining the specific extent of damage to railway infrastructure caused by natural disasters, and repair solutions to overcome the consequences of natural disasters according to regulations; coordinating with the Department of Planning and Finance to advise competent authorities to consider allocating capital for implementation, ensuring compliance with legal regulations.
Upon completion of the construction of emergency works and overcoming the consequences of natural disasters according to the above natural disaster emergency situation, the Vietnam Railway Authority and Vietnam Railway Corporation shall report to the Ministry of Construction as a basis for considering the announcement of the end of the natural disaster emergency situation. The Department of Transport and Traffic Safety (Ministry of Construction) is responsible for urging and directing agencies and units in implementing the overcoming of the consequences of natural disasters on railway infrastructure.
