Announcing a natural disaster emergency on the Eastern Truong Son route

According to the decision to declare a natural disaster emergency to repair damage to traffic infrastructure at the following locations: Km19+600 (left); Km22+137 (culvert); Km22+800 (left); Km23+600 (left); Km80+530 (right); Km112+350 (left); Km126+350 (left); Km177+643 (left); Km180+100 (right) on the Truong Son Dong road section passing through Da Nang city and Quang Nam province, there is a direct threat to the safety of people and vehicles participating in road traffic.

The decision clearly states: Vietnam Road Administration, Road Management Area III, according to the scope and responsibility of management, implement activities to overcome the consequences of natural disasters; including reviewing and determining the specific level of damage to road works caused by natural disasters, repair and remedial solutions and issuing an Order to build emergency works to overcome the consequences of natural disasters according to the provisions of law.

Upon completion of emergency construction and disaster recovery work according to the above-mentioned natural disaster emergency situation, the Vietnam Road Administration shall report to the Ministry of Construction as a basis for considering the announcement of the end of the natural disaster emergency situation.

The Director of the Vietnam Road Administration and the Director of Road Management Area III are responsible to the Minister of Construction and the law for the reported damage and deterioration of traffic infrastructure at the above locations due to the impact of storm No. 12 and the prolonged heavy rain after the storm from October 26, 2025 to November 3, 2025.

The Department of Transport and Traffic Safety (Ministry of Construction) is responsible for urging and directing agencies and units in implementing measures to overcome the consequences of natural disasters on road traffic infrastructure.

Previously, the development of the natural disaster situation was recorded in bulletin No. 09 dated October 22, 2025 of the National Center for Hydro-Meteorological Forecasting on the forecast of heavy rain in the area from Ha Tinh to Quang Ngai; thunderstorms, warnings of local heavy rain, tornadoes, lightning, hail, strong gusts of wind in the area from Dak Lak to Lam Dong and the South; According to bulletin No. 15 dated October 24, 2025 of the National Center for Hydro-Meteorological Forecasting on the forecast of heavy rain in the area from southern Quang Tri to Quang Ngai and eastern Gia Lai province;

According to bulletin No. 984 dated October 26, 2025 of the National Center for Hydro-Meteorological Forecasting on warnings of flash floods, landslides, and land subsidence due to heavy rain or water flow in the provinces and cities from Quang Tri to Khanh Hoa; According to bulletin No. 50 dated November 1, 2025 of the National Center for Hydro-Meteorological Forecasting on forecasts of heavy rain in the area from southern Nghe An to Quang Ngai and eastern Gia Lai province;

Other weather bulletins of the Hydrometeorological Station of Da Nang city, Quang Ngai province and the National Center for Hydrometeorological Forecasting on weather forecast for Da Nang city and Quang Ngai province from October 26, 2025 to November 3, 2025.

Based on the developments of the above natural disaster situation, the Vietnam Road Administration reviews and specifically determines the damage to the traffic infrastructure of the national highway system under its management and issues an Order to build emergency works to overcome the consequences of the natural disaster determined from October 26, 2025 to November 3, 2025.

Regarding emergency measures applied to respond to and overcome the consequences of natural disasters, agencies and units, according to their assigned functions and tasks, shall carry out activities to overcome the consequences of natural disasters according to the provisions of Chapter IV of Circular No. 40/2024/TT-BGTVT dated November 15, 2024 of the Minister of Transport (now the Minister of Construction) regulating the work of preventing, combating and overcoming the consequences of natural disasters in the road sector.
