The document clearly stated that, in order to promote the exemplary role of cadres, party members, civil servants, public employees and workers in state administrative agencies, ensure the completion of the target of granting electronic identification accounts, and increase the rate of handling online public services, the City People's Committee requested directors, heads of departments, branches and sectors; chairmen of People's Committees of districts, towns and cities to urgently implement a number of key tasks.

In particular, focusing on thoroughly disseminating to all cadres, party members, civil servants, public employees, workers in the unit and citizens in the area to fully implement the contents of Decision No. 34/QD-TTg dated November 8, 2021 of the Prime Minister regulating electronic identification and authentication on the basis of the national population database, citizen identification database and database on entry and exit; Decree No. 59/2022/ND-CP dated September 5, 2022 regulating electronic identification and authentication; Decree No. 104/2022/ND-CP dated December 21, 2022 of the Government on amending and supplementing a number of articles of the decrees related to the submission and presentation of paper household registration books and temporary residence books when performing administrative procedures and providing public services.
Along with that, direct all cadres, party members, civil servants, public employees, and workers in the unit to complete 100% of the procedures for issuing chip-embedded citizen identification cards and successfully register and activate electronic identification accounts on the VNelD application in May 2023 to carry out related administrative procedures on the National Public Service Portal and the City's Administrative Procedure Information System.
At the same time, mobilize and propagate to family, relatives and friends about the benefits of chip-embedded citizen identification cards and electronic identification on the VNelD application platform to proactively arrange a reasonable time to soon register for procedures to issue chip-embedded citizen identification cards and electronic identification accounts.
Note, for level 1 identification accounts, register directly via the VNelD mobile application; for level 2 identification accounts, go to the district or commune police agency (regardless of the place of permanent residence) and complete the registration procedure. When successfully activated and logged in to use the new VNelD application, it will be considered a successful electronic identification account issuance.
The City People's Committee requests directors, heads of departments, branches, and sectors; chairmen of People's Committees of districts, towns, and cities to coordinate with the City Police in looking up information on citizens who have registered permanent residence in Hanoi and are now not residing at the registered permanent residence address and whose address is unknown, and to add missing information fields of the population to the National Population Database System. Assign officers and assign focal points to closely coordinate with the City Police in urging and guiding cadres, party members, civil servants, public employees, and workers in the unit to implement.
