
Presenting the report, Government Inspector General Doan Hong Phong said that the draft Law aims to institutionalize the policy on reorganizing the apparatus of the political system, implementing a two-level local government; and arranging a system of inspection agencies to be streamlined, strong, efficient, effective, and efficient.
The draft Law also supplements regulations on online citizen reception; promotes the application of information technology, digital transformation, builds a national database on citizen reception, petition processing, and complaint and denunciation settlement to serve the work of citizen reception, petition processing, complaint and denunciation settlement; institutionalizes the policy of promoting decentralization, delegation of power, and reduction of administrative procedures.
Notably, regarding the Law on Citizen Reception, the Government Inspector General said that it would supplement regulations on online citizen reception to create more favorable conditions for agencies, organizations and individuals to exercise their right to complain and denounce, especially in cases where travel is difficult and far away.

Accordingly, citizens can choose to receive citizens directly or online.
Online citizen reception is the use of electronic devices connected to each other through the network environment at the place of citizen reception to receive, listen to, and receive complaints, denunciations, recommendations, and reflections from citizens; and explain and guide citizens on how to make complaints, denunciations, recommendations, and reflections in accordance with the provisions of law.
The form of online citizen reception must comply with the provisions of law; ensure network information security and safety and physical and technical conditions; ensure confidentiality and safety for whistleblowers according to the provisions of law.
Minutes of work, data, documents and records arising during the process of receiving citizens online are guaranteed, have legal value and are the basis for resolving the case. The draft Law also assigns the Government to specify in detail the conditions for organization and the order and procedures for receiving citizens online.

Reporting on the above issue, Chairman of the National Assembly's Committee for Citizenship and Supervision Duong Thanh Binh said that the majority of opinions in the Committee agreed with the provisions of the draft Law on online citizen reception to promote digital transformation in citizen reception, petition processing, complaint and denunciation settlement; contributing to creating convenience for citizens when exercising their right to complain and denounce, while reducing pressure at citizen reception offices.
However, there are opinions suggesting that the Government further evaluate the effectiveness of the implementation of the Online Citizen Reception Model in recent times, the technical infrastructure conditions to ensure connection between provincial-level citizen reception offices and central-level citizen reception offices, between provincial-level citizen reception offices and provincial- and commune-level citizen reception points...
In addition, the National Assembly's Committee for People's Aspirations and Supervision believes that it is necessary to study, develop and simultaneously promulgate a Government Decree at the same time as the Law takes effect after being passed by the National Assembly; which details the procedures, rights and obligations of citizens, and responsibilities of state agencies in receiving citizens online, ensuring compliance with the infrastructure, economic and technical conditions of each locality, strictly regulating the mechanism for collecting and receiving complete and accurate information in receiving citizens online, promptly handling complaints, denunciations, recommendations and reflections.
