The Ministry of Industry and Trade issued Official Dispatch No. 9332/CD-BCT dated November 26 on proactively responding to storms in the East Sea.

According to the National Center for Hydro-Meteorological Forecasting, on the night of November 25, storm KOTO entered the eastern sea of ​​the central East Sea, becoming storm number 15 in 2025. At 1:00 a.m. on November 26, the center of storm number 15 was at about 11.8 degrees North latitude; 119.6 degrees East longitude; the strongest wind near the center of the storm was level 8, gusting to level 10. The storm moved northwest at a speed of about 20km/h, with the potential to strengthen and head towards the Central region - which has suffered serious damage due to floods in recent days.

Pursuant to Official Dispatch No. 34/CD-BCĐ-BNNMT dated November 26, 2025 of the National Civil Defense Steering Committee, to proactively respond to storm No. 15 in the context that the Central region is continuing to overcome the consequences of severe rain and floods in recent times, the Minister of Industry and Trade requests units in the Industry and Trade sector to focus on performing the following tasks:

Seriously implement the dispatches and instructions of competent authorities on responding to storm No. 15 with the highest sense of responsibility, following the 4 on-the-spot motto.

Units in the South Central region, according to their assigned functions and tasks, urgently focus on implementing the work of overcoming consequences and restoring production and business after the recent historic rain and flood according to the direction in Official Dispatch No. 227/CD-TTg dated November 23, 2025 of the Prime Minister , ready to prepare to respond to the next rain and flood caused by the impact of storm No. 15.

Strengthen the work of disaster prevention on duty, closely monitor the warning bulletin, forecast and development of storm No. 15 from the National Center for Hydro-Meteorological Forecasting (Danger zone in the next 24 hours: latitude 10-14.5 degrees North; east of longitude 114 degrees East, the danger zone is adjusted in the forecast bulletin) to promptly deploy measures to respond to natural disasters caused by the storm.

Vietnam Electricity Group

Direct the affiliated Corporations, especially the National Power Transmission Corporation, the Central Power Corporation and the provincial power companies to concentrate all necessary forces, means and materials to overcome the damage caused by the recent floods; urgently fix the power grid system problems to soon restore power to the people, ensuring safe power supply for production and daily life of the people in the affected areas. The leaders of the units directly lead, direct and organize the immediate implementation of damage recovery work and propose support needs (if any).

Hydroelectric dam owners

Strictly comply with the operating procedures of inter-reservoirs and single hydroelectric reservoirs approved by competent authorities; absolutely comply with the operating orders of competent authorities to reduce the reservoir water level to flood-receiving water level, prioritize reservoir capacity to cut and reduce floods for downstream areas; operate scientifically , ensure absolute safety for the project, prevent artificial floods, and contribute to reducing floods for downstream areas.

Strictly implement the monitoring and forecasting regime and provide information and data to competent authorities; strengthen the regime and methods of information and warning for local authorities and households downstream of dams to recognize signals when reservoirs discharge floodwaters.

Closely coordinate with the Civil Defense Command and local authorities at all levels in downstream areas in providing information on flood regulation and flood discharge warnings to avoid unfortunate damage.

Deploy measures to ensure safety of dams, reservoirs and downstream dams; arrange permanent forces to operate and regulate reservoirs and be ready to handle possible situations.
