Early in the morning of November 10, 2025, storm FUNG-WONG entered the eastern sea of ​​the North East Sea, becoming the 14th storm of 2025. At 10:00 on November 10, the center of the storm was at about 17.2 degrees North latitude; 118.9 degrees East longitude, in the eastern sea of ​​the North East Sea. The strongest wind near the center of the storm was level 13 (134-149 km/h), gusting to level 16. Moving in the West Northwest direction, at a speed of about 15 km/h. Due to the influence of the storm, the eastern sea of ​​the North East Sea had strong winds of level 8-10; the area near the center of the storm had strong winds of level 11-13, gusting to level 16, waves 5.0-8.0 m high, the area near the center of the storm was 8.0-10.0 m. The sea was very rough.

Implementing the Official Dispatch No. 29/CD-BCĐ-BNNMT dated November 10, 2025 of the National Civil Defense Steering Committee on responding to storms in the East Sea; to proactively respond to storm No. 14, the Chairman of the Provincial People's Committee requests the Provincial Military Command, Provincial Police; Departments of Agriculture and Environment, Construction, People's Committees of coastal communes and wards, the Provincial Hydrometeorological Station, Thanh Hoa Coastal Information Station, Thanh Hoa Maritime Port Authority and related units according to their assigned functions and tasks to focus on directing the implementation of the following key tasks:

1. Closely monitor the storm's developments; strictly manage vessels at sea; organize counting and notify owners of vessels and captains of ships and boats operating at sea of ​​the location, direction of movement and developments of the storm to proactively avoid, escape or not move into dangerous areas. Dangerous areas in the next 24 hours: Latitude 15.0 - 21.0 degrees North; East of longitude 116.0 degrees East (dangerous areas are adjusted in forecast bulletins).

2. Prepare forces and means for rescue when requested.

3. Thanh Hoa Newspaper and Radio - Television Station, Provincial Hydrometeorological Station, Thanh Hoa Coastal Information Station increase information on storm developments to authorities at all levels, owners of vehicles operating at sea and people to proactively prevent and respond.

4. Organize a serious 24/7 on-duty shift, regularly report the situation to the Provincial Disaster Prevention and Control Command Office, the Provincial Civil Defense Command Standing Office for synthesis and reporting according to regulations.
