According to the National Center for Hydro-Meteorological Forecasting, at 4:00 p.m. on July 19, 2025, the center of the storm was located at approximately 20.7 degrees North latitude; 118.4 degrees East longitude, in the northeastern sea area of the North East Sea. The strongest wind near the center of the storm was level 10 (89-102 km/h), gusting to level 12. It is forecasted that in the next 24 hours, the storm will continue to move in a West-Northwest direction at a speed of 20-25 km/h and is likely to strengthen.
Faced with the risk of direct impact of the storm, causing prolonged heavy rain, floods, inundation and landslides, the Provincial People's Committee requests departments, branches, sectors, organizations; members of the Provincial Civil Defense Command; People's Committees of communes and wards to urgently deploy key contents. Accordingly, the Provincial People's Committee requests People's Committees of communes and wards to closely monitor the developments of the storm and the flood situation; count and promptly notify owners of vehicles, captains of ships and boats operating at sea about the location and direction of the storm to proactively avoid, find safe shelter, and not move into dangerous areas.
Proactively evacuate residents in vulnerable areas, unsafe housing, coastal areas, and river mouths. Check dike protection plans, protect key dike points, especially vulnerable areas, under construction or where incidents have occurred. Organize forces to trim trees, reinforce public works, signs, factories, warehouses, etc.
Strictly carry out patrolling and guarding to protect dikes; fully prepare forces, means and materials according to the "4 on-site" motto to be ready to respond.
Agencies and units such as the Provincial Military Command and the Provincial Police arrange forces and means to support the evacuation of residents in dangerous areas, and are ready to participate in rescue, search and rescue and overcome the consequences of natural disasters when requested.
Provincial Project Management Boards have increased inspection, review and implementation of measures to ensure safety for the dike system, dams, and construction works, to prevent serious incidents from occurring during storms.
Irrigation Works Exploitation LLCs proactively drain buffer water to protect newly planted rice fields and crops, and at the same time develop effective drainage plans for urban and industrial areas; ensuring safety for irrigation reservoirs in the area.
The Provincial Border Guard Command coordinated with coastal communes and relevant agencies and units to notify and guide owners of vessels operating offshore to closely monitor the storm's developments, seek shelter, proactively announce sea bans and organize evacuation to ensure the safety of people and property.
Ninh Binh Newspaper, Radio and Television increase broadcasting time, regularly update storm and flood developments so that people can grasp information promptly and proactively respond.
Ninh Binh Electricity Company and the Department of Science and Technology review, inspect, and ensure the safety of the electricity and telecommunications systems, and prevent interruptions in operations before, during, and after the storm.
Relevant departments, branches and sectors, according to their assigned functions and tasks, actively coordinate with localities to organize and implement response plans to storms and floods according to regulations.
The Provincial People's Committee requires units to seriously organize on-duty shifts and regularly report the situation to the Provincial Civil Defense Command and the Department of Agriculture and Environment (through the Irrigation Sub-Department) for timely synthesis and handling.
