Telegram No. 6814/CD-BCT dated September 7, 9 of the Minister of Industry and Trade to Vietnam Electricity Group (EVN); National Electricity System and Market Operation Company (NSMO); Departments of Industry and Trade of provinces and cities: Quang Ninh, Hai Phong, Thai Binh, Nam Dinh, Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh, Lang Son, Cao Bang, Bac Kan, Thai Nguyen, Ha Giang, Lao Cai, Yen Bai, Tuyen Quang, Phu Tho, Vinh Phuc, Dien Bien, Lai Chau, Son La, Hoa Binh, Ha Noi, Ha Nam, Hung Yen, Hai Duong, Bac Ninh, Bac Giang; Units under the Ministry.
Accordingly, storm No. 3 has made landfall, directly affecting the Northern region, especially the provinces of Quang Ninh, Hai Phong, Thai Binh, Nam Dinh and Hanoi, causing great damage to constructions and houses. The power grid system in many areas has suffered incidents causing power outages in many places, especially in Quang Ninh, Hai Phong and Thai Binh. Implementing Official Dispatch No. 88/CD-TTg dated September 07, 9 of the Prime Minister, in order to promptly respond to and overcome damage and incidents caused by storms and storm circulation, and soon restore power supply to serve the people, the Minister of Industry and Trade requests Heads of units to focus on leading and directing units in the system to immediately deploy the following key tasks:
1. Vietnam Electricity Corporation:
– Directing the Power Corporations and Provincial Power Companies to concentrate all necessary forces, means and materials to respond to storm No. 3, promptly fix power grid system problems to ensure safety and restore power supply immediately after the storm passes; ensuring power supply for storm prevention work.
– Direct units in the electricity sector in localities less affected by storms to mobilize forces, means, and materials to support overcoming power system problems caused by storms.
– Direct local power companies to advise local Party committees and authorities to strengthen leadership and direction at all levels and local sectors to closely coordinate with the electricity sector to respond to and overcome the consequences of storms.
– Direct hydropower projects under their management to closely monitor storm developments and storm circulation; prepare adequate human resources, materials, and equipment according to the “4 on-site” principle to respond to storms and storm circulation; strictly implement inter-reservoir operation procedures and reservoir operation procedures approved by competent authorities.
2. National Electricity System and Market Operation Company:
– Direct affiliated units to mobilize maximum resources to maintain 24/24 duty, ensure smooth communication with power generation units and power transmission units to ensure stable power supply in all situations, strictly comply with regulations on power system dispatch.
– Have a technical backup plan to maintain the stability of the power dispatch system when an incident occurs.
3. Department of Industry and Trade of provinces and cities:
– Mobilize maximum forces to closely coordinate with local power companies in troubleshooting electrical systems.
– Advise and request local Party committees and authorities to direct power units and other relevant units to urgently deploy storm response tasks and overcome storm-caused incidents to soon restore power supply to serve production and people's daily life; create maximum conditions for power units to successfully complete their tasks.
- Strengthen inspection of safety assurance work for power grid systems in the management area.
– Directing hydropower dam owners in the area to organize 24/24 duty, maintain continuous communication to promptly report on incidents caused by storms; deploy dam and reservoir protection work; arrange forces, materials, machinery and equipment ready to respond and overcome incidents; strictly implement the inter-reservoir operation process, reservoir operation process approved by competent authorities; strengthen inspection of equipment and machinery items serving the safe operation of dam works in all situations; closely coordinate with local authorities to promptly inform people in downstream areas before releasing floodwaters, especially in emergency discharge situations according to procedures.
– Direct local goods suppliers to effectively implement plans to stockpile essential goods; review areas at risk of being isolated by rain and floods to have specific plans to ensure the supply of essential goods, especially food, foodstuffs, and drinking water for people in affected areas.
4. Electricity Regulatory Authority
– Closely monitor the operation of the national power system, direct functional units to prepare response plans for power system incidents caused by storms.
– Timely synthesis of reports on power grid system incidents.
5. Department of Industrial Safety and Environment
– Continue to monitor and update information on response to storm No. 3, damage situation and recovery work of units of the Industry and Trade sector to promptly report to the Ministry's leaders according to regulations.
– Direct units in the Industry and Trade sector, especially hydropower projects, to ensure safe operation; prepare adequate human resources, materials, and means according to the “4 on-site” motto to respond to storms and storm circulation.
- Urge units to organize the implementation of tasks according to this telegram.
Request units to regularly update information on the developments of storm No. 3 and storm circulation; organize 24/24h on-duty and concentrate all resources according to the "4 on-site" motto to respond to storm No. 3; seriously implement the contents of this Telegram; periodically, before 15:3 p.m. every day, send a report on the results of responding to storm No. XNUMX to the Standing Office of PCTT&TKCN Ministry of Industry and Trade at the email address: VPTT_PCTT@moit.gov.vn./.
