Every year, the National Wage Council has an action plan related to adjusting regional minimum wages. The Vietnam General Confederation of Labor is one of the parties participating in the Council, responsible for proposing minimum wage adjustments.

Currently, due to the process of restructuring and streamlining the apparatus, the Ministry of Labor, War Invalids and Social Affairs does not have a specific plan to negotiate the minimum wage. Therefore, the General Confederation of Labor has proactively proposed and plans to officially include this content in the working program in early March 2025, when State agencies operate stably with full new functions and tasks.

We are continuing to finalize the specific adjustment proposal based on actual survey data.

How does the recent survey reflect workers' expectations for regional minimum wages?

We have conducted a preliminary survey on the living conditions, employment, wages and income of workers during Tet. However, to propose adjustments to the regional minimum wage, more in-depth surveys need to be conducted in the coming time.

According to the initial survey, most workers want to increase the minimum wage. Because every time there is a Decree adjusting the minimum wage, the income of low-income workers will also be adjusted accordingly. Compared to actual needs and current living standards, workers really hope that the regional minimum wage in 2025 will be adjusted to increase to ensure their lives.

Regional minimum wages act as a floor to ensure a minimum standard of living for workers. More importantly, however, it is necessary to enhance the capacity of grassroots trade unions to support workers in negotiating wages higher than the minimum wage through collective bargaining agreements.

Currently, with highly qualified workers, having good legal knowledge and skills, they can negotiate directly with employers to get a suitable salary. This is a trend of the labor market and needs to be extended to vulnerable labor groups. At that time, the regional minimum wage will become the lowest basis for workers to negotiate wages.

In your opinion, how will increased labor productivity affect the increase in regional minimum wages?

Our economic growth target for 2025 is set at over 8% and is aiming for double-digit growth in the coming years. That means labor productivity must also increase, thereby creating a basis for adjusting the minimum wage to encourage workers.

Wages are the motivation for workers to contribute. According to the spirit of the Resolution on new economic growth recently passed by the National Assembly, investing in wages is investing in development, investing in human resources. Therefore, when the minimum wage increases, the general income of workers will also be raised.

Increasing wages not only helps improve workers' lives but also motivates labor productivity, contributing to economic growth. When the economy develops, workers will benefit from that achievement.
