The majority of people and Party members of Quang Ninh province all share the same opinion that the draft Political Report submitted to the 14th National Party Congress has a tight structure, comprehensive content, accurately reflecting the practical situation of the country and the current international context, demonstrating the spirit of innovation, development aspirations and unity of will within the entire Party and people. In particular, personnel work is always considered the key to innovation and development of the country.

Commenting on the draft document of the 14th Party Congress, Principal of the Nguyen Van Cu Cadre Training School Pham Thuy Duong said: The draft needs to emphasize more on the training and fostering of cadres, especially grassroots cadres in political theory and regular knowledge updating in the context of implementing the two-level local government model. The document needs to add content on building culture in the Party, public ethics and promoting the role of supervision and criticism of the people; have appropriate policies on using, treating and honoring teachers, scientists and educational managers.

According to Ms. Pham Thuy Duong, for the team of teachers, scientists and educational managers, the most important thing is to create conditions for them to maximize their knowledge and enthusiasm, effectively convey it to learners, thereby contributing to training the next generation to meet the requirements of the new era.

In addition, the draft Political Report also needs to further evaluate the quality of human resource training after the training process; pointing out the shortcomings and limitations of regular training to improve human resource skills to meet practical requirements.

However, there are opinions that it is necessary to supplement more clearly the solutions for applying digital technology , innovating teaching methods and international cooperation to improve competitiveness. In addition, Ms. Hoan said that it is necessary to emphasize the policy of attracting and rewarding teachers and educational managers.
