Attending the conference were Colonel Nguyen Quang Hoa, Deputy Secretary of the Party Committee, Commander of the Provincial Border Guard Command, along with functional agencies of the Provincial Military Command and comrades who are deputy secretaries of the Party Committees of communes, wards, and special zones in the border and island areas of Quang Ninh province.

In 2025, the Party Committee, Command Board and Party committees and commanders at all levels in the Quang Ninh Provincial Border Guard thoroughly grasped and seriously and effectively implemented the goals, tasks and solutions set out for 2025; promptly advised and proposed to superiors and localities policies and solutions on military, national defense and border tasks; organized management and firmly protected territorial sovereignty and national border security; promptly and effectively fought against all types of crimes, maintained political security and social order and safety in border areas. With the achievements in 2025, the Provincial Border Guard Command was proposed by the Border Guard High Command to the Ministry of National Defense to award the emulation flag, and the Party Committee was classified as having excellently completed its tasks.

In 2026, the Party Committee of the Provincial Border Guard Command determined to continue to strengthen the work of grasping, researching, and forecasting the situation; promptly advise superiors and localities on policies and measures to flexibly handle situations on the border and islands, avoiding being passive and surprised. Preside over and coordinate the management and firmly protect territorial sovereignty and national border security; build a strong all-people border defense; build a strong Party committee and organization in terms of politics , ideology, ethics, organization and cadres, and lead units to successfully complete assigned tasks; coordinate and advise on the successful organization of foreign affairs events taking place in the province.

Speaking at the conference, Colonel Hoang Van Thuyet acknowledged and congratulated the results and achievements of the Provincial Border Guard Command Party Committee in 2025. To complete the goals and tasks of 2026, he suggested that the Provincial Border Guard Command Party Committee continue to thoroughly grasp, focus on leadership and direction to improve the capacity to grasp, assess and forecast the situation; promptly and effectively handle incidents and situations; organize management and firmly protect territorial sovereignty and national border security; effectively perform the work of managing and controlling import and export, maintaining traffic at border gates, seaports and openings; carry out the work of preventing and stopping crimes that violate national security.

Colonel Vu Van Hung, Party Secretary and Political Commissar of the Provincial Border Guard Command chaired the conference.

He emphasized the requirement to build a politically strong provincial Border Guard, as a basis for improving the overall quality and combat strength of the entire force; ensuring 100% of agencies and units are absolutely politically safe; 100% of officers and soldiers have steadfast and firm political will, ready to receive and successfully complete assigned tasks.

Units need to strictly maintain the combat readiness regime; continue to direct the review, development, adjustment and supplementation of the combat document system; well lead the combat training - political education tasks, bring the training work into depth and solidity; actively participate in the "Repaying gratitude" movement, well implement the Army's rear policy; improve the effectiveness of the Emulation Movement to Win associated with the local patriotic emulation movement; promote administrative procedure reform, apply information technology, digital border gate platform; improve the effectiveness of management, import and export control, procedures, border inspection and supervision at border gates, openings, and seaports. Develop a plan to serve the 10th Vietnam - China border defense friendship exchange; a plan for talks between representatives of the Vietnam - China border section 8.
