Presenting the Draft report summarizing the work of preventing and combating corruption, waste and negativity for the 2020-2025 term, comrade Nguyen Quang Truong stated: The Party Committees of the Central Party agencies have focused on leading and directing the Party organizations within the Party Committee to resolutely and comprehensively deploy the work of preventing and combating corruption, waste and negativity. The Party Committees directly under the Party Committees of the Central Party agencies have issued plans to direct the work of preventing and combating corruption, waste and negativity annually and throughout the term.

A notable new point is that the work of preventing and combating corruption, waste, and negativity has been closely linked with the implementation of the Resolution of the 12th Party Central Committee, Session 4, on Party building and rectification, preventing and repelling ideological , moral, and lifestyle degradation, and manifestations of "self-evolution" and "self-transformation" within the Party.

The Party Committees of the advisory agencies on the work of preventing and combating corruption, waste and negativity in the Party have led and directed cadres and Party members to do a good job of advising the Central Steering Committee on preventing and combating corruption, waste and negativity, the Central Executive Committee, the Politburo and the Secretariat to build institutions on preventing and combating corruption, waste and negativity with strong progress, increasingly perfected and synchronized, gradually forming a strict prevention mechanism to prevent corruption and negativity.

Typical examples include: The Party Committee of the Central Internal Affairs Agency; the Party Committee of the Central Party Office has led and directed cadres and party members in the Party Committee to complete 24 major projects with quality for submission to the Politburo and the Secretariat; advised the Politburo and the Secretariat to issue many resolutions, directives, regulations, decisions, conclusions, and announcements of conclusions on the field of internal affairs, prevention and fight against corruption, waste, negativity and judicial reform; cadres and party members of the Party Committee of the Supreme People's Procuracy have advised on the issuance of nearly 1,700 recommendations to prevent violations and crimes.

Party organizations within the Party Committee have led and directed the review and improvement of internal regulations and rules on financial management, public assets, investment, and personnel work, in order to strictly control power, ensure publicity, transparency, and accountability; strictly implement Party regulations on exemplary responsibility, especially for leaders, managers, and heads. Inspection, supervision, and enforcement of Party discipline have been strengthened, contributing to tightening discipline and order, focusing on areas and positions where negativity is likely to arise.

Delegates agreed with the draft Summary Report; at the same time, supplemented, analyzed, and clarified a number of issues; shared some valuable experiences and good practices in leadership, direction, and implementation, thereby proposing, recommending, and emphasizing a number of tasks and solutions to further improve the work of preventing and combating corruption, waste, and negativity in the coming time.

Speaking at the conference, comrade Dang Van Dung, Deputy Head of the Central Internal Affairs Commission, representative of the Standing Agency of the Central Steering Committee on preventing and combating corruption, waste and negativity, acknowledged and highly appreciated the results achieved in the work of preventing and combating corruption, waste and negativity of the Party Committees of the Central Party agencies in the 2020-2025 term.

Comrade Dang Van Dung conveyed the guiding viewpoints and requirements of General Secretary To Lam regarding the work of preventing and combating corruption, waste and negativity. Emphasizing that the work of preventing and combating corruption, waste and negativity has made new progress in thinking and awareness, comrade Dang Van Dung requested the Party Committees of the Central Party agencies to continue to strengthen information and propaganda work, improve the culture of integrity, consolidate people's trust, and at the same time fight against distorted arguments; review and improve institutions, increase publicity and transparency, ensure the four no's of "cannot, dare not, need not, do not want" corruption, strictly carry out the responsibility of setting an example; continue to promote inspection, supervision, and strictly handle violations, while ensuring humanity. At the same time, strengthen leadership, direction and advice in speeding up the handling of backlogged and prolonged cases and projects, and avoid delays, losses and waste of resources.

Concluding the conference, comrade Nguyen Long Hai affirmed that in the 2020-2025 term, Party committees at all levels in the Party Committee have strengthened leadership and directed more drastically and systematically the work of preventing and combating corruption, waste and negativity with increasingly in-depth content, made strong progress, achieved many results, left good impressions, created positive effects, and spread strongly.

However, in addition to the achieved results, the work of preventing and combating corruption, waste and negativity still has limitations and shortcomings. He emphasized that the work of preventing and combating corruption, waste and negativity in the Party must be strengthened with new awareness and requirements, with a real change from awareness to action, improving the quality of advisory work according to the direction of the Central Steering Committee on preventing and combating corruption, waste and negativity and the conclusions of the Politburo, the Secretariat, and General Secretary To Lam.

He requested Party committees at all levels to focus on leading and directing the implementation of a number of key tasks: Focus on leading, directing, and organizing the strict implementation of the Party's guidelines, policies, and documents, and the State's laws on preventing and combating corruption, waste, and negativity. Regularly carry out political and ideological education, build a culture of integrity, non-corruption, non-negativity, practice thrift, and combat waste among cadres and Party members. Strengthen leadership and direction, improve the quality of advisory work for the Party and State; issue directive documents according to functions, tasks, and powers, close to reality, in accordance with policies, strictly maintain discipline, create a political and legal basis for the work of preventing and combating corruption, waste, and negativity.

Party committees and inspection committees at all levels promote the work of preventing and combating corruption, waste, and negativity within each agency and unit. At the same time , promote the application of information technology and digital transformation, contributing practically to the work of inspection, supervision, investigation, detection, and handling of corruption, waste, and negativity; pay attention to building, training, and fostering a team of officials doing inspection work, especially arranging specialized inspection officials to ensure quality in terms of expertise, qualifications, skills, and ethics; promptly complete and supplement inspection committees at all levels and officials doing the work of preventing and combating corruption, waste, and negativity, ensuring sufficient quantity and quality.
