On November 26, in Da Nang City, the Central Center for Health Education and Communication ( Ministry of Health ) organized a workshop "Improving the capacity of health education and communication in the province by 2025".
More than 200 delegates representing the leaders of the Ministry of Health Office, leaders of the Department of Health and CDC of many provinces and cities, along with staff working in health communication and education from provinces and cities across the country attended the workshop.

Sharing with primary health care and people in flood-affected areas
Before the workshop started, in order to deeply share with the people of the Central and Central Highlands provinces, including Da Nang City, who have been severely affected by storms, rains and floods in recent days, with the authorization of the Party Central Committee's alternate member, Permanent Deputy Minister of Health Vu Manh Ha, the Organizing Committee presented 'gifts' of medical equipment, environmental sanitation chemicals to prevent epidemics and nutritional milk to the Da Nang City Department of Health with a total value of nearly 400 million VND to be delivered to medical units and people in areas that have suffered heavy damage.
On behalf of the Da Nang health sector, Ms. Tran Thi Thanh Thuy - Director of the Da Nang Department of Health expressed her sincere thanks for the attention of the Permanent Deputy Minister of Health Vu Manh Ha, the Central Center for Communication, Education and Health, and accompanying units for their attention and sharing with medical units and people of Da Nang city affected by storms, rains and floods through practical support.

Diversify health education communication activities to the grassroots level
In his speech at the workshop, MSc. Vu Manh Cuong - Director of the Central Center for Health Education and Communication, emphasized that health education and communication work always receives special attention from leaders of the Party, State, Government and the health sector.
In all the State's policies, strategies, plans and action programs of the Government on people's health care and protection, especially Resolution 72/NQ-TW dated September 9, 2025 of the Politburo on a number of breakthrough solutions to strengthen the protection, care and improvement of people's health, communication work is identified as one of the important solutions to bring resolutions and policies into life.
This Resolution emphasizes the need to strongly innovate thinking and action in leadership, direction, and implementation; perfect institutions, improve the capacity of the health system, especially preventive medicine and grassroots health care; raise people's awareness, habits, and lifestyles in proactively practicing, protecting, and improving health; promote the movement for the whole population to proactively take care of health, and build a health culture among the people.

"These breakthrough solutions require comprehensive innovation in health education communication, with disease prevention as the top priority, aiming for an average life expectancy of 75.5 years by 2030 with a minimum of 68 years of healthy life; a 10% increase in the proportion of people regularly participating in physical activities; and free basic hospital fees for all people through health insurance," said Master Vu Manh Cuong.
MSc. Vu Manh Cuong said that the report on the implementation of health education communication work in the first 9 months of 2025 of provinces and cities shows that health education communication work has been carried out continuously and effectively.
Many communication activities have been strongly deployed, especially communication activities through mass media networks, social networks, communication campaigns by topic, by medical events, and integrated communication have been carried out with high frequency and have achieved encouraging results...
Expressing his appreciation and appreciation for the efforts and endeavors of the officials in charge and the officials directly involved in health education communication at the grassroots level, Director of the Central Center for Health Education Communication Vu Manh Cuong stated that in 2025, the whole country will switch to operating under a 2-level government model, including the health sector. When switching to operating under this model, the health care activities of the people of the health sector will still be guaranteed to be continuous, without interruption or interruption.

However, the process of merging and converting the operating model has had some fluctuations in human resources, location and network, affecting the capacity to organize and implement health education communication work. This needs to be quickly overcome to improve the effectiveness of communication activities at the grassroots level.
Mr. Cuong said that in this new context, recently, the Ministry of Health has directed the Departments of Health of provinces and cities to strengthen direct direction to the commune level, review and adjust communication plans in accordance with new administrative boundaries, ensure data connectivity, centralized monitoring and smart management between the provincial and commune levels, and avoid congestion or interruption in health policy communication.
In particular, the Ministry of Health has issued Circular 43/2025/TT-BYT regulating the functions, tasks, powers and organizational structure of commune and ward health stations, effective from January 1, 2026. Commune-level health stations will be strengthened in their central role in health education and communication, with specific tasks such as promoting and educating the community on health; building personal health records; implementing disease prevention and health promotion activities; and integrating communication into basic health services, social protection, and food safety.

Speaking at the workshop, Deputy Chief of Office of the Ministry of Health Nguyen Toan Thang emphasized that 2026 is a pivotal year for implementing the Resolutions of the Politburo and the Government's important Action Program.
Therefore, each unit needs to develop a systematic communication plan, closely following the process of policy development and promulgation; each communication officer needs to equip himself with skills and comply with the direction of the Ministry of Health in communication work to contribute to enhancing the position and prestige of the industry and doing a good job of caring for and protecting people's health.
Extensive and diverse health education communication helps people take more responsibility in health care.
In her speech at the workshop, Director of the Department of Health of Da Nang City Tran Thi Thanh Thuy expressed: Communication and health education are of special importance to medical work and the effectiveness of people's health care.
Over the years, Da Nang City as well as the Da Nang health sector have identified communication as an important bridge between the health sector and the people and community because through communication, many decisions and policies on health work are accurately and promptly conveyed to the people, thereby creating synchronicity, widespread sharing, and determining the success of programs and plans.

Lessons from COVID-19 and population health target programs are valuable experiences in communication.
In addition, according to Ms. Thanh Thuy, health communication and education is also one of the effective and sustainable health interventions; it affects people's awareness, attitudes and beliefs, gradually changing their thinking, habits and behaviors towards being more responsible in taking care of their own health and the community's. This is especially meaningful in the current booming digital technology and social media environment.
The Director of the Department of Health of Da Nang City said that in the context of the merger and conversion of operating models, there have been some changes in human resources, locations and networks, affecting the capacity to organize and implement health education communication work, so the contents mentioned at the workshop are very timely, contributing to improving the effectiveness of communication activities at the grassroots level.
Ms. Thuy also emphasized that Resolution No. 72 of the Politburo with its comprehensive healthcare perspectives, from early on, from a distance, from the grassroots, in which the people are the center, disease prevention is key and grassroots healthcare is the foundation; along with breakthrough solutions and tasks are posing new requirements for health communication and education work from organizational methods, operational models to inter-sectoral coordination capacity.

This workshop is very important, helping provinces and cities overcome difficulties and shortcomings in directing, organizing, implementing, inspecting and supervising communication work at the grassroots level, contributing to improving the effectiveness of health education communication activities for people in the new situation.
At the workshop, delegates listened to presentations by Deputy Director of the Central Center for Health Education and Communication Trinh Ngoc Quang on health education and communication work in the first 9 months of the year; CDC representatives from many provinces and cities discussed many contents related to experiences in implementing health education and communication work in the locality in the new context.
