Road and embankment projects along Cai River Nha Trang: Need to quickly remove obstacles in site clearance

The construction of the road and embankment along the Cai River in Nha Trang is facing some difficulties and problems in site clearance. In order to ensure progress and investment efficiency, the authorities need to focus on resolving them soon to create conditions for contractors to speed up construction and soon complete the project for operation.

Difficulties in site clearance

The road and embankment construction project along Cai River Nha Trang under the Coastal Cities Sustainable Environment Project - Nha Trang Sub-project (CCSEP Nha Trang) has been implemented since 2021. According to the report, to carry out the road and embankment construction project along Cai River Nha Trang (Nha Trang and Tay Nha Trang wards), there are 426 affected cases. The Compensation Council has appraised the compensation, support and resettlement plans for 167 cases. To date, 139 cases have received compensation and support.

Machinery was mobilized to construct roads and embankments along Cai River in Nha Trang.

It is known that on May 8, the Provincial People's Committee issued a decision on adjusting the CCSEP Nha Trang Project , including adjusting the volume of the branch road out of the project. Currently, the Provincial Land Fund Development Center is carrying out procedures to advise on adjusting the land recovery notice. According to the plan, from now until the end of the year, the Compensation Council will appraise and approve the remaining cases of adjustment and supplementation (about 110 cases); develop support policies for cases of land encroaching on rivers according to the recommendations of the World Bank (about 75 cases); supplement the compensation fund for late payment to households according to the proposal of the World Bank because Component 2 of the CCSEP Nha Trang Project has been suspended since March 2023 to review the compensation plan, support and adjust the investment policy; continue to invite compensation payments in combination with mobilization work for approved cases but have not yet received money and handed over the site.

Mr. Nguyen Thanh Hien - Director of the Provincial Development Project Management Board said that the construction of roads and embankments along Cai River Nha Trang is facing many difficulties in site clearance . Currently, most households have not received money, handed over the site or have received money but have not handed over the site due to reasons such as: Family members cannot agree to open the division of inherited property from the deceased; households have completed procedures to issue land use right certificates for resettlement plots to build houses but the procedures are very slow and take a lot of time; the locality has not issued a decision to adjust the resettlement plots for households; some households have filed complaints requesting resettlement arrangements; some households have received money but when they see other households have filed complaints but have not handed over the site, they have not yet dismantled the construction to hand over the site as planned...

Need to be removed soon

The project was implemented to construct piles and piles on the water surface, which was handed over from December 2021 to July 2022, but was temporarily suspended due to site clearance problems. By June 2025, the project will continue to be implemented within the scope of the handed over site from the section adjacent to the saltwater barrier dam on Cai Nha Trang River downstream.

Facing difficulty with the site, the contractor accessed the construction by river.

Currently, the implementation within the handed-over site is facing many difficulties due to the narrow access road to the construction site, which cannot mobilize heavy-duty equipment for construction. Currently, there is only one access road to the construction site via the Saline Inundation Dam Project on the Cai River in Nha Trang. Meanwhile, the Saline Inundation Dam project is focusing on constructing the approach roads at both ends of the bridge and the items on the bridge, so the transportation of materials for the construction of the road and embankment along the Cai River in Nha Trang is greatly affected.

Mr. Tran Trieu Phong - Commander of the Road and Embankment Construction Project along Cai River Nha Trang said that for a long time, the consortium of contractors has only received about 200m of land to organize construction. Currently, the contractor is organizing clearing and testing pile driving, before mass driving. After having a clean land and a road for motor vehicles to access, the unit will deploy roadbed filling and organize construction. The biggest difficulty of the project up to this point is the land and the public road to access the construction site. The contractor hopes that the investor will work with the authorities to soon remove obstacles so that the project can be constructed on schedule.

With no construction site, the construction of the road and embankment along Cai River in Nha Trang is unlikely to be completed on time by the end of the year according to the signed contract.

The construction of roads and embankments along Cai River Nha Trang under the CCSEP Nha Trang Project , includes the main items: Traffic roads and embankments with a length of 1.9km from Ha Ra bridge to the end point downstream of the saltwater prevention dam on Cai River Nha Trang; landscape and park sections (construction of parks and green landscapes south of the road and embankments along the south bank of Cai River Nha Trang). The contract value of the project is 245 billion VND from ODA capital and the provincial budget.
