The Ring Road 2.5 project , specifically the Dam Hong - National Highway 1A section, is being invested in under a BT (build-transfer) contract. It spans approximately 1.6 km and has a total investment of over 1,300 billion VND. Construction began in 2014 with a target completion date of 2017. However, due to various objective reasons, the project could not be completed on schedule. By 2020, with only about 40% of the construction completed, the entire project had to be temporarily suspended. Prolonged obstacles related to land clearance and the extension of BT contract addendums caused the project to be stalled for many years. After a nearly five-year suspension, the project officially resumed construction at the end of May 2025, following approval from the Hanoi People's Committee.

According to the design, the project is divided into 5 bidding packages, including 3 main construction packages. Based on the volume and nature of each item, the contractors have allocated appropriate manpower and equipment, flexibly adjusting the construction plan to meet the progress requirements. Organizing construction simultaneously allows the items to be implemented in parallel, minimizing waiting time between stages.

Upon completion and commissioning, the 2.5 Ring Road section from Dam Hong to National Highway 1A is expected to significantly improve traffic conditions in the area, enhance connectivity between major roads, and gradually complete Hanoi's urban ring road system.

Ring Road 2.5 is a crucial transportation artery in Hanoi's urban infrastructure planning, playing a role in connecting and sharing traffic volume with existing ring roads.

The entire route is approximately 19.64 km long, with a planned cross-sectional width of 40–50 m; the starting point is in the Ciputra new urban area and the end point intersects with Ring Road 3, near Thanh Tri Bridge.

According to the plan, the route is divided into 13 sections with various investment forms. To date, Hanoi has completed and put into operation 5 sections, totaling approximately 11.28 km in length; and is currently constructing 5 other sections totaling approximately 6.1 km. The remaining three sections, approximately 2.26 km long, have been approved by the city for investment and are preparing for implementation.
