Quang Tri Hydropower Company flexibly adjusts water resources to complete the "dual goal"

Quang Tri Irrigation-Hydropower Project has the function of providing water for agricultural production in the province with an area of about 27,000 hectares/year and generating electricity to the national grid, contributing to stabilizing the power source for socio -economic development. In 2023, the project provided 204 million m3 of water, ensuring flood control for the downstream area and producing 267.79 million kWh of electricity, achieving revenue of over 300 billion VND.

Carrying out the tasks in 2024, Quang Tri Hydropower Company closely follows the direction of the Prime Minister on ensuring safe and stable electricity supply with reserve supply and the ability to respond and control extreme operating scenarios, while ensuring efficient water use, being ready to respond to the risk of drought, water shortage, saltwater intrusion, ensuring water for agricultural production and sufficient water for power generation, especially during peak hot weather periods.

During the implementation of the task, the company had a flexible plan to adjust water sources to complete the "dual goal" of providing irrigation water for agricultural production and generating electricity to the national grid.

According to data measured on March 1, 2024, the water level of Quang Tri Hydropower Reservoir reached 477.61m. In order to fulfill the task of supplying water for agriculture and daily life in the downstream area, while ensuring electricity generation to the national grid to serve socio-economic development in unfavorable weather and hydrological conditions, Quang Tri Hydropower Company has synchronously deployed solutions to operate the reservoir and produce electricity with the highest efficiency.

Based on the hydrological situation in January and February 2024, the weather in the dry season of 2024 is expected to be very harsh. After discussing the unit's water supply and power generation plan and the water use needs of Quang Tri Irrigation Works Management and Operation Company Limited, and with the consent of Power Generation Corporation 2, Quang Tri Hydropower Company and local functional units agreed to adjust the water supply agreement from Quang Tri Hydropower Irrigation Works to irrigate the winter-spring and summer-autumn crops from March to August 2024 to 149.93 million m3 of water (an increase of 12.13 million m3 compared to the initial agreement of 137.8 million ^m3 ).

In the process of regulating the reservoir to supplement water for the downstream, the parties shall base on the actual hydrological situation to have a suitable adjustment plan. If an incident occurs or the water shortage in the month makes it impossible for the plant to regulate through the turbine to supply water to the downstream according to demand, it must be discharged through the irrigation pipeline to supply water to the downstream. This agreement has been unanimously approved by the parties, Quang Tri Hydropower Company and Quang Tri Irrigation Works Management and Exploitation Company Limited will coordinate to organize and implement it synchronously and effectively.

Standing Vice Chairman of the Provincial People's Committee Ha Sy Dong directed: In the face of increasingly extreme and unpredictable climate change and the beginning of a period of intense heat, the demand for water is increasing, so Quang Tri Hydropower Company must base on the actual water demand in the locality to regulate and develop an effective water supply plan for each peak period to serve agricultural production.

In particular, recalculating water regulation to ensure the implementation of the "dual task" of both generating electricity and providing enough water during periods when a lot of water is needed, contributing to serving agricultural production and ensuring the power supply to the national grid.

On the side of Quang Tri Irrigation Works Management and Exploitation Company, it is necessary to proactively coordinate with localities to have plans to repair and dredge canals to use water resources reasonably, avoid waste, and store in low-lying areas ready to serve when necessary to ensure sufficient irrigation water for agricultural production, especially in difficult conditions caused by natural disasters.

Mr. Nguyen Thanh Hung, Director of Quang Tri Hydropower Company said: “Currently, the company has proactively regulated and developed an effective water supply plan. Strengthening technical management; regularly checking construction equipment, promptly detecting and correcting defects and shortcomings, focusing on periodic repair and maintenance to improve reliability and stable operation of generators.

In addition, the company has a reasonable pricing strategy based on the actual hydrological situation to ensure electricity output and ensure adequate water supply downstream for agriculture and daily life in the 2024 dry season.

Over the years, local authorities, departments, and branches have always paid attention to and coordinated with the company to help it complete the "dual goal" of both regulating water flow to supplement irrigation water for agriculture, reducing floods downstream, providing water for daily life, and producing electricity to the national grid to serve socio-economic development.
