Typical of these life-and-death journeys is the incident that took place at around 7am on September 16. Taxi driver Le Vu Truong Sang was transporting a pregnant woman and her husband Vo Minh Phuc (27 years old) from Vinh Long to Tu Du Hospital. When the car reached Vo Van Kiet Street near Hai Thuong Lan Ong intersection (District 5), it encountered a long traffic jam while the pregnant woman was in severe pain because her water broke.

“I was not familiar with the road and saw that all the roads were jammed, and the map was red, so I had to stop at a nearby traffic checkpoint to ask for help,” said taxi driver Le Vu Truong Sang.

Upon receiving the request for assistance, Major Phan Cong Toai, an officer of the Cho Lon Traffic Police Team who was regulating traffic at the Hong Bang - Hai Thuong Lan Ong intersection, immediately asked for the commander's opinion, then turned on the priority siren to guide the way.

The horn sounded in the middle of the crowded traffic, the special motorbike rushed forward, clearing a path in the crowded sea of people.

“At that time, I was only thinking about how to help them get to the hospital as quickly as possible. There was a traffic jam, so I had to steer the car to the opposite lane. While guiding the car, I looked behind through the rearview mirror and turned back to see if the car could keep up,” Major Phan Cong Toai shared.

Decisiveness and professional skills helped shorten the journey to the maximum. Major Toai said: “The distance is about 7 km, including the reporting time upon arrival at the hospital, which is 7 minutes. After seeing the car enter the emergency department of Tu Du Hospital, I immediately returned to the checkpoint to perform my duty.”

This humanitarian act is not the first time Major Toai has supported people in an emergency situation. He worked for 4 years at the Patrol Team and was part of the Illegal Racing Prevention Team, trained in safe driving skills and handling special situations. During his time working, he has participated in clearing the way for delegations of heads of state and medical emergencies many times.

“When people need it, we have to help right away. I am also a family man with small children, so I understand the feelings of the pregnant woman’s husband at that time. Doing something to help keep them safe makes me feel relieved,” Major Toai added.

Every year, officers and soldiers participate in training courses on first aid skills and emergency handling such as taking traffic accident victims to the emergency room or assisting pregnant women in labor. In addition, the force is also equipped with knowledge to assess situations to choose appropriate transportation options, organize guidance and coordinate effectively with medical forces.

According to Lieutenant Colonel Duong Hong Quang, immediately after Comrade Toai's timely action, the Party Committee and the Command Board of the unit commended his proactive and responsible spirit by adding emulation points and proposing to the Department for rewards. The incident also helped officers and soldiers in the unit gain valuable experience in handling urgent and unexpected situations.

“The spirit of Serving the People is not just a slogan but is demonstrated through specific, daily actions such as helping people when they have vehicle problems, supporting students to get to school safely, or recently, promptly taking a woman whose water broke to the emergency room,” Lieutenant Colonel Duong Hong Quang emphasized.

Spreading the spirit of "Serving the people"

Not only in Cho Lon area, the spirit of serving the people is also regularly demonstrated in key traffic gateway areas, where there is dense traffic such as Tan Son Nhat airport area. The traffic police force here still creates beautiful stories every day about their wholehearted support and help to the people.

According to Lieutenant Colonel Pham Minh Duc, all cases of good work are recognized and commended by the unit, in order to encourage the sense of responsibility in the entire force. Lieutenant Colonel Pham Minh Duc emphasized: "The image of a traffic police officer is not only reflected through the main task of patrolling, controlling and regulating traffic, but also as a person who helps people in times of trouble, in the spirit of "Forgetting oneself for the country, serving the people" as well as spreading the message "Where there is a need, there is a traffic police officer, where there is difficulty, there is a traffic police officer".

On behalf of the Traffic Police Department of Ho Chi Minh City Police, Lieutenant Colonel Nguyen Thi Thanh Nga, Deputy Head of the Department shared: “Supporting emergency situations on the road is part of the daily work of the Traffic Police force. We consider it both a responsibility and a professional instinct of a People's Police soldier. The actions of the soldier in the recent incident came from a very natural instinct, demonstrating the spirit of "Serving the people" that all Traffic Police officers and soldiers always remember."

In the urgent situation, the officer promptly assessed the situation and came up with a plan to lead the way to promptly support the vehicle to take the patient and the pregnant woman to the hospital safely.

“Although the action is small, it has great meaning, helping people in times of danger and spreading the beautiful image of the traffic police force. When the beautiful deeds are recognized and spread by the people, it is not only a motivation for the force but also contributes to inspiring the community to have more and more good actions,” said Lieutenant Colonel Nguyen Thi Thanh Nga.

According to Lieutenant Colonel Nguyen Thi Thanh Nga, the unit also focuses on promoting the beautiful images of the force to the people through newspapers, television and social networks, helping the community understand, share and accompany the force in ensuring traffic order and safety. From December 2024 to October 2025, 35 beautiful images were recorded, with 69 officers and soldiers participating in guiding, supporting patients, mothers in timely emergency care and returning property to the people.

It can be seen that the story of Major Phan Cong Toai and Major Pham Anh Tuan is not only a timely rescue act but also a vivid demonstration of the spirit of "Serving the people" of the People's Public Security soldiers.

Therefore, building the image of a "disciplined - humane - friendly - serving the people" traffic police officer is a key task and is carried out regularly. To achieve effectiveness, the unit focuses on solutions such as tightening discipline: Strengthening political education, ideology and revolutionary ethics; requiring officers and soldiers to voluntarily comply with regulations, work procedures and strictly handle violations.

In addition, the unit also improves professional capacity by regularly organizing training courses, providing legal knowledge and skills, meeting the requirements of work in the new situation, ready to serve the people. Promote administrative procedure reform; thoroughly educate officers and soldiers to behave skillfully, respectfully, enthusiastically explain, guide and be ready to help when people encounter difficulties.

In the hustle and bustle of life, those simple acts of kindness have sown more faith and warmed the hearts of the city's people. Because amidst the honking of cars and the rush of people, there are always "guides on the journey of life and death" - the traffic police officers with kind hearts, devoted to the happiness of the people.
