Voters of Gia Lam, Phu Dong, Thuan An, Bat Trang propose tightening land management

At the conference, delegate Le Anh Quan - Deputy Head of the Hanoi Party Committee's Internal Affairs Committee, on behalf of the delegation, presented the Notice of the Standing Committee of the City People's Council on the content, time and organization of the regular meeting at the end of 2025 of the City People's Council, term XVI, term 2021-2026.

Delegate Nguyen Viet Ha - Party Secretary, Chairman of the People's Council of Gia Lam commune briefly reported to voters on the results of implementing the socio-economic development tasks in 2025, the socio-economic development plan in 2026 of Hanoi city; report of the City People's Committee responding to voters' petitions before and after the 25th session.

Voters expressed their agreement with the city's achievements in recent times and made a number of specific recommendations.

Voter Nguyen Ngoc Doan, Phu Dong commune, proposed that the City People's Committee soon issue a decision to replace Decision No. 28/2018/QD-UBND dated November 16, 2018 of the Hanoi City People's Committee regulating the development and management of markets in the city because some contents on the authority and responsibility assigned to manage markets are no longer appropriate.

Voter Dinh Van Giang, Bat Trang commune, requested the City People's Council to consult with the City People's Committee to soon direct the implementation of adjustments to the urban subdivision planning N11 and the Red River subdivision at a scale of 1/5000 to concretize the general planning of the Capital approved by the Prime Minister ; at the same time, deploy a number of areas to establish a planning scale of 1/2000 to meet the criteria for organizing bidding and selecting investors using land.

Voter Hoang Thi Bich Diep, Phu Dong commune, reflected: According to the provisions of the 2024 Land Law and Decree 151/2025/ND-CP, the authority to allocate land, lease land, and permit land use purpose change is divided as follows: Provincial People's Committees shall implement it for organizations; Commune People's Committees shall only allocate land, lease land, and change land use purpose for individuals. However, this provision restricts the exploitation of local land resources. Voters recommend that the City People's Committee consider and authorize Commune People's Committees to sign public land lease contracts with organizations, in order to facilitate and promote effective land use in the locality.

Voter Nguyen Khanh Thien, Gia Lam commune, reported that the projects of Co Bi bus station, ICD dry port and concentrated social housing area of the city have been slow to be implemented for many years now, need to be reviewed by competent authorities, require investors to implement the project on schedule, or revoke the project according to the provisions of law. In addition, in Cam village, Vang village (Gia Lam commune), there are many abandoned land areas, very wasteful, need to be strictly managed.

Voters also reflected on some public assets in Cam village that are being abandoned and need to be managed and used appropriately by the government, or used as a place for community activities, to avoid damage and waste...

On behalf of Delegation Group No. 20 - Hanoi People's Council, delegate Le Anh Quan received opinions and answered voters of the communes: Gia Lam, Phu Dong, Bat Trang, Thuan An on issues under his authority. The delegate affirmed that he would fully summarize voters' opinions and recommendations, send them to competent authorities for consideration, resolution and response according to regulations.
