On the afternoon of May 26, the National Assembly discussed the results of supervision and resolved voters' petitions sent to the 4th session of the 15th National Assembly.
National Assembly Delegate Hoang Quoc Khanh ( Lai Chau Delegation) frankly stated that many petitions sent by voters to ministries and branches in recent times have not had a roadmap for resolution.
Mr. Khanh cited the monitoring report, at this session the People's Petition Committee compiled over 2,000 petitions, and has so far resolved 99.8% of the opinions and issues raised by voters - this is a very high resolution rate. However, there are still 4 petitions that have not been resolved, but the report has not mentioned the reasons, the resolution, or the response.
The National Assembly delegate of Lai Chau province assessed that the number of voters' petitions was very large, but in a short period of time, most of the issues were considered, resolved, and answered by competent authorities, and many petitions were resolved completely. However, there are still 338 petitions in the process of research and acceptance, with no roadmap for resolution.

Firstly, through synthesizing data from over 40 provinces and cities nationwide, delegate Hoang Quoc Khanh proposed that the Government promptly consider and amend Decree 34 issued in 2009 on amending and supplementing a number of regulations on commune-level cadres and civil servants who are part-time workers at the commune, village, hamlet, and residential group levels.
The reason is due to the merger of commune-level administrative units, rapid urbanization, many commune-level administrative units are densely populated, especially in large provinces and cities; many jobs are decentralized to grassroots authorities, so the regulation of a minimum of 19 positions and a maximum of 23 positions for commune-level cadres and civil servants according to the current classification of administrative units is no longer suitable.
Delegates also proposed to increase the allowance level and expand the beneficiaries of allowances for non-professional workers who are currently performing low-cost, ineffective contract work; proposed to add the position of civil servant of the Party Committee Office at the commune level.
Second, voters in the education sector hope to request the Government to increase preferential allowances for teachers, especially preschool teachers working in mountainous areas and areas with especially difficult economic conditions.
"At the 4th session of the question and answer session, Minister of Education and Training Nguyen Kim Son acknowledged and promised to soon submit to the Government for consideration to increase allowances for teachers. However, there has been no answer so far," Mr. Khanh emphasized.
Third, many opinions and recommendations on employment, salary regimes, and social insurance that are under the responsibility of the Ministry of Labor, War Invalids and Social Affairs need to be carefully considered and thoroughly resolved.
From the above shortcomings, this delegate hopes that the National Assembly Standing Committee will evaluate which ministries and branches have solved the problem well and which have not, as criteria and basis for assessing the level of task completion of the heads of agencies and units.
In addition, to facilitate the monitoring of delegates, it is proposed to add an appendix with the content of the response documents of the competent agencies and units, and in the long term, delegates propose to build a database on the settlement of voters' petitions.
